| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter D, Chapter 37, Education Code, is |
|---|
| 13 | 13 | | amended by adding Section 37.1191 to read as follows: |
|---|
| 14 | 14 | | Sec. 37.1191. SAFETY STANDARDS FOR INSTRUCTIONAL FACILITY |
|---|
| 15 | 15 | | DOORS. (a) The board of trustees of a school district shall adopt a |
|---|
| 16 | 16 | | policy requiring each door of an instructional facility through |
|---|
| 17 | 17 | | which a person may enter a classroom to: |
|---|
| 18 | 18 | | (1) remain locked for any period during which a |
|---|
| 19 | 19 | | student is present in the classroom; and |
|---|
| 20 | 20 | | (2) be equipped with a locking mechanism that allows |
|---|
| 21 | 21 | | for free and immediate egress without requiring an unlocking |
|---|
| 22 | 22 | | action. |
|---|
| 23 | 23 | | (b) Notwithstanding Subsection (a)(2), if a door described |
|---|
| 24 | 24 | | by Subsection (a) requires an unlocking action for egress, the door |
|---|
| 25 | 25 | | may not be locked while a student is present in the classroom. |
|---|
| 26 | 26 | | (c) Notwithstanding Subsection (b), any exterior door to an |
|---|
| 27 | 27 | | instructional facility, including a portable building, must remain |
|---|
| 28 | 28 | | closed and locked at all times. |
|---|
| 29 | 29 | | SECTION 2. This Act applies beginning with the 2025-2026 |
|---|
| 30 | 30 | | school year. |
|---|
| 31 | 31 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 32 | 32 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 33 | 33 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 34 | 34 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 35 | 35 | | Act takes effect September 1, 2025. |
