88 AN ACT
99 relating to safety standards for public school instructional
1010 facility doors.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter D, Chapter 37, Education Code, is
1313 amended by adding Section 37.1191 to read as follows:
1414 Sec. 37.1191. SAFETY STANDARDS FOR INSTRUCTIONAL FACILITY
1515 DOORS. (a) The board of trustees of a school district shall adopt a
1616 policy requiring each door of an instructional facility through
1717 which a person may enter a classroom to:
1818 (1) remain locked for any period during which a
1919 student is present in the classroom; and
2020 (2) be equipped with a locking mechanism that allows
2121 for free and immediate egress without requiring an unlocking
2222 action.
2323 (b) Notwithstanding Subsection (a)(2), if a door described
2424 by Subsection (a) requires an unlocking action for egress, the door
2525 may not be locked while a student is present in the classroom.
2626 (c) Notwithstanding Subsection (b), any exterior door to an
2727 instructional facility, including a portable building, must remain
2828 closed and locked at all times.
2929 SECTION 2. This Act applies beginning with the 2025-2026
3030 school year.
3131 SECTION 3. This Act takes effect immediately if it receives
3232 a vote of two-thirds of all the members elected to each house, as
3333 provided by Section 39, Article III, Texas Constitution. If this
3434 Act does not receive the vote necessary for immediate effect, this
3535 Act takes effect September 1, 2025.
