88 AN ACT
99 relating to a maternal health care workforce campaign.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter A, Chapter 32, Health and Safety
1212 Code, is amended by adding Section 32.022 to read as follows:
1313 Sec. 32.022. MATERNAL HEALTH CARE WORKFORCE CAMPAIGN. (a)
1414 In this section, "maternal health care professional" means a
1515 professional who is certified or licensed in this state to provide
1616 maternal health care, including a doula and an individual who
1717 provides nonmedical support during pregnancy, labor, delivery, and
1818 the postpartum period.
1919 (b) Using available resources, the department shall develop
2020 and implement a public outreach campaign to increase the number of
2121 maternal health care professionals in this state's health care
2222 workforce to improve access to maternal health care in rural areas
2323 of this state and other areas with a shortage of maternal health
2424 care professionals. The department shall design the campaign to:
2525 (1) prioritize continuing education for maternal
2626 health care professionals;
2727 (2) facilitate the implementation of training
2828 programs to:
2929 (A) provide trauma-informed care training for
3030 all maternal health care professionals;
3131 (B) increase the number of maternal health care
3232 professionals in rural areas of this state and other areas with a
3333 shortage of maternal health care professionals; and
3434 (C) increase the number in the maternal health
3535 care workforce of health care professionals who are members of
3636 racial or ethnic minority groups;
3737 (3) increase the overall capacity of the maternal
3838 health care workforce in this state, including by investing in
3939 equipment and locations to provide maternal health care; and
4040 (4) facilitate the implementation of maternal health
4141 care programs to improve access to maternal health care and provide
4242 services to women of underserved racial or ethnic minority groups.
4343 (c) The executive commissioner shall adopt rules necessary
4444 to implement this section.
4545 SECTION 2. As soon as practicable after the effective date
4646 of this Act, the executive commissioner of the Health and Human
4747 Services Commission shall adopt the rules and the Department of
4848 State Health Services shall develop and implement the maternal
4949 health care workforce campaign required by Section 32.022, Health
5050 and Safety Code, as added by this Act.
5151 SECTION 3. This Act takes effect September 1, 2025.
