12 | 12 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
13 | 13 | SECTION 1. Chapter 103, Family Code, is amended by adding | |
14 | 14 | Section 103.004 to read as follows: | |
15 | 15 | Sec. 103.004. PROHIBITION ON CERTAIN TRANSFERS. (a) In | |
16 | 16 | this section, "dual status child" has the meaning assigned by | |
17 | 17 | Section 51.02. | |
18 | 18 | (b) A court in a county that has a population of 3.3 million | |
19 | 19 | or more may not transfer any aspect of a suit filed by a | |
20 | 20 | governmental entity under Subtitle E to a court designated as a | |
21 | 21 | juvenile court in the county, regardless of whether a dual status | |
22 | 22 | child is a subject of the suit. | |
23 | 23 | SECTION 2. The change in law made by this Act applies to a | |
24 | 24 | suit affecting the parent-child relationship that is pending in a | |
25 | 25 | trial court on the effective date of this Act or that is filed on or | |
26 | 26 | after the effective date of this Act. | |
27 | 27 | SECTION 3. This Act takes effect September 1, 2025. |
