57 AN ACT
68 relating to the modernization of state agency systems, including
79 the improvement of online access to services and the reduction of
810 paperwork requirements.
911 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1012 SECTION 1. Chapter 2054, Government Code, is amended by
1113 adding Subchapter S to read as follows:
1214 SUBCHAPTER S. STATE AGENCY WEBSITE MODERNIZATION AND DIGITAL
1315 ACCESSIBILITY
1416 Sec. 2054.701. DEFINITIONS. In this subchapter:
1517 (1) "Agency" means a state agency as defined by Section
1618 2054.003.
1719 (2) "User-centered design" means a design approach focused
1820 on optimizing the user experience by improving website navigation,
1921 accessibility, and responsiveness.
2022 Sec. 2054.702. WEBSITE MODERNIZATION REQUIREMENTS. (a)
2123 Each agency shall assess its website and online service portals to
2224 identify areas for improved user accessibility, navigation, and
2325 digital service efficiency.
2426 (b) An agency shall implement updates to:
2527 (1) simplify the process for users to access forms,
2628 applications, and agency services;
2729 (2) remove unnecessary paperwork requirements where
2830 digital alternatives exist;
2931 (3) ensure compliance with accessibility standards
3032 under Section 2054.460;
3133 (4) improve website responsiveness for mobile and
3234 desktop users;
3335 (5) adopt best practices for search functionality,
3436 page load speed, and service integration.
3537 (c) The Department of Information Resources shall develop
3638 statewide guidance for agencies to standardize modernization
3739 efforts and ensure inter-agency consistency.
3840 Sec. 2054.703. REDUCTION OF PAPERWORK REQUIREMENTS. (a) An
3941 agency shall review its existing forms, applications, and public
4042 filing requirements to identify:
4143 (1) paperwork requirements that can be eliminated or
4244 replaced with digital submissions;
4345 (2) processes that can be automated to reduce manual
4446 data entry by users;
4547 (3) alternative means to verify information without
4648 requiring duplicative documentation from the user.
4749 (b) Each agency shall submit a report to the Legislative
4850 Budget Board and the governor's office by December 1 of each
4951 even-numbered year detailing the steps taken to modernize agency
5052 processes and reduce paperwork.
5153 Sec. 2054.704. INTERAGENCY COORDINATION AND BEST
5254 PRACTICES. (a) The Department of Information Resources shall:
5355 (1) provide technical assistance to agencies to
5456 implement website improvements and digital service upgrades;
5557 (2) establish guidelines for user-centered design
5658 that prioritize ease of navigation, multilingual access, and
5759 mobile-friendly design;
5860 (3) coordinate a working group of agency technology
5961 officers to share best practices and address modernization
6062 challenges.
6163 (b) The State Auditor's Office shall review agency
6264 compliance with modernization requirements as part of routine
6365 audits.
6466 Sec. 2054.705. DEADLINES FOR IMPLEMENTATION. (a) Not later
6567 than September 1, 2026, each agency shall:
6668 (1) complete an internal assessment of its website and
6769 digital service offerings;
6870 (2) submit a modernization plan to the Department of
6971 Information Resources outlining proposed improvements and a
7072 timeline for completion.
7173 (b) The Department of Information Resources shall submit a
7274 summary report to the legislature by March 1, 2027, detailing
7375 statewide progress on agency modernization efforts.
7476 SECTION 2. This Act takes effect September 1, 2025.
