| 9 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 12 | | SECTION 1. Section 623.219(a), Transportation Code, is |
|---|
| 11 | 13 | | amended to read as follows: |
|---|
| 12 | 14 | | (a) For a permit issued by a port authority located in a |
|---|
| 13 | 15 | | county that borders the United Mexican States, the commission |
|---|
| 14 | 16 | | shall, with the consent of the port authority, designate the most |
|---|
| 15 | 17 | | direct route [from]: |
|---|
| 16 | 18 | | (1) between the Gateway International Bridge or the |
|---|
| 17 | 19 | | Veterans International Bridge at Los Tomates to the entrance of the |
|---|
| 18 | 20 | | Port of Brownsville using State Highways 48 and 4 or United States |
|---|
| 19 | 21 | | Highways 77 and 83 or using United States Highway 77 and United |
|---|
| 20 | 22 | | States Highway 83, East Loop Corridor, and State Highway 4; and |

| 21 | 23 | | (2) between the Free Trade International Bridge and |
