12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

13 | 13 | | SECTION 1. Chapter 19, Education Code, is amended by adding |
---|
14 | 14 | | Sections 19.012 and 19.013 to read as follows: |
---|
15 | 15 | | Sec. 19.012. POSTSECONDARY EDUCATION. The district and the |
---|
16 | 16 | | department shall enter into a memorandum of understanding for the |
---|
17 | 17 | | district to administer postsecondary education programs through |
---|
18 | 18 | | partnerships with postsecondary educational institutions to |
---|
19 | 19 | | inmates of the department. |
---|
20 | 20 | | Sec. 19.013. POSTSECONDARY EDUCATION ADVISORY BOARD. (a) |
---|
21 | 21 | | The district shall establish a postsecondary education advisory |
---|
22 | 22 | | board to advise the department regarding postsecondary education |
---|
23 | 23 | | programs. |
---|
24 | 24 | | (b) The advisory board is composed of members who are |
---|
25 | 25 | | relevant stakeholders, including: |
---|
26 | 26 | | (1) representatives of the Texas Higher Education |
---|
27 | 27 | | Coordinating Board; |
---|
28 | 28 | | (2) representatives of the Texas Department of |
---|
29 | 29 | | Licensing and Regulation; |
---|
30 | 30 | | (3) representatives of the Texas Workforce |
---|
31 | 31 | | Commission; |
---|
32 | 32 | | (4) representatives of public institutions of higher |
---|
33 | 33 | | education on a rotating basis; |
---|
34 | 34 | | (5) representatives from an organization that |
---|
35 | 35 | | represents the families of inmates of the department; |
---|
36 | 36 | | (6) representatives of an organization that advocates |
---|
37 | 37 | | for the education of inmates of the department; and |
---|
38 | 38 | | (7) current or former inmates of the department. |
---|
39 | 39 | | SECTION 2. This Act takes effect September 1, 2025. |
