12 | 12 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
13 | 13 | SECTION 1. Subchapter B, Chapter 2155, Government Code, is | |
14 | 14 | amended by adding Section 2155.0745 to read as follows: | |
15 | 15 | Sec. 2155.0745. ADDITIONAL RELEVANT FACTORS: SALARY | |
16 | 16 | EQUALIZATION. In determining the best value for the state, an | |
17 | 17 | additional relevant factor a state agency shall consider is whether | |
18 | 18 | the vendor's chief executive officer receives total annual | |
19 | 19 | compensation from the vendor, including cash, equity, and other | |
20 | 20 | benefits, in an amount that is not more than 20 times the median | |
21 | 21 | annual compensation paid by the vendor to all full-time employees | |
22 | 22 | of the vendor. | |
23 | 23 | SECTION 2. The changes in law made by this Act apply only to | |
24 | 24 | a contract for which the request for bids or proposals or other | |
25 | 25 | applicable expressions of interest, if applicable, is made public | |
26 | 26 | on or after the effective date of this Act. | |
27 | 27 | SECTION 3. This Act takes effect September 1, 2025. |
