| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter E, Chapter 508, Government Code, is |
|---|
| 13 | 13 | | amended by adding Section 508.158 to read as follows: |
|---|
| 14 | 14 | | Sec. 508.158. REQUIRED TRANSPORTATION OF RELEASEE |
|---|
| 15 | 15 | | FOLLOWING COMPLETION OF RESIDENCE IN RESIDENTIAL CORRECTIONAL |
|---|
| 16 | 16 | | FACILITY. (a) If a releasee is required to reside in a residential |
|---|
| 17 | 17 | | correctional facility, as defined by Section 508.157, as a |
|---|
| 18 | 18 | | condition of release on parole or to mandatory supervision, on |
|---|
| 19 | 19 | | completion of the releasee's required residence in the facility, |
|---|
| 20 | 20 | | the department shall provide the releasee with transportation to: |
|---|
| 21 | 21 | | (1) the location of the releasee's residence prior to |
|---|
| 22 | 22 | | incarceration, if the residence is in this state; or |
|---|
| 23 | 23 | | (2) a transit point determined appropriate by the |
|---|
| 24 | 24 | | department, if the releasee's residence prior to incarceration is |
|---|
| 25 | 25 | | outside this state and the releasee is authorized by the pardons and |
|---|
| 26 | 26 | | paroles division to report to a location outside this state. |
|---|
| 27 | 27 | | (b) For the purpose of providing reintegration services to |
|---|
| 28 | 28 | | the releasee, the department shall make a payment in the amount of |
|---|
| 29 | 29 | | $30,000 to a county for each releasee who completes a required |
|---|
| 30 | 30 | | residence in a residential correctional facility in that county and |
|---|
| 31 | 31 | | who is not provided with transportation by the department as |
|---|
| 32 | 32 | | required by Subsection (a). |
|---|
| 33 | 33 | | (c) The department shall issue payment under Subsection (b) |
|---|
| 34 | 34 | | out of funds appropriated by the legislature to the department for |
|---|
| 35 | 35 | | use in administering the parole system. |
|---|
| 36 | 36 | | (d) The board shall adopt rules to implement this section. |
|---|
| 37 | 37 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 38 | 38 | | of this Act, the Texas Board of Criminal Justice shall adopt the |
|---|
| 39 | 39 | | rules required by Section 508.158, Government Code, as added by |
|---|
| 40 | 40 | | this Act. |
|---|
| 41 | 41 | | SECTION 3. This Act takes effect September 1, 2025. |
