88 AN ACT
99 relating to the release of a person on parole or mandatory
1010 supervision from a residential correctional facility.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter E, Chapter 508, Government Code, is
1313 amended by adding Section 508.158 to read as follows:
1414 Sec. 508.158. REQUIRED TRANSPORTATION OF RELEASEE
1515 FOLLOWING COMPLETION OF RESIDENCE IN RESIDENTIAL CORRECTIONAL
1616 FACILITY. (a) If a releasee is required to reside in a residential
1717 correctional facility, as defined by Section 508.157, as a
1818 condition of release on parole or to mandatory supervision, on
1919 completion of the releasee's required residence in the facility,
2020 the department shall provide the releasee with transportation to:
2121 (1) the location of the releasee's residence prior to
2222 incarceration, if the residence is in this state; or
2323 (2) a transit point determined appropriate by the
2424 department, if the releasee's residence prior to incarceration is
2525 outside this state and the releasee is authorized by the pardons and
2626 paroles division to report to a location outside this state.
2727 (b) For the purpose of providing reintegration services to
2828 the releasee, the department shall make a payment in the amount of
2929 $30,000 to a county for each releasee who completes a required
3030 residence in a residential correctional facility in that county and
3131 who is not provided with transportation by the department as
3232 required by Subsection (a).
3333 (c) The department shall issue payment under Subsection (b)
3434 out of funds appropriated by the legislature to the department for
3535 use in administering the parole system.
3636 (d) The board shall adopt rules to implement this section.
3737 SECTION 2. As soon as practicable after the effective date
3838 of this Act, the Texas Board of Criminal Justice shall adopt the
3939 rules required by Section 508.158, Government Code, as added by
4040 this Act.
4141 SECTION 3. This Act takes effect September 1, 2025.
