77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to reporting and planning requirements to reduce the
1010 occurrence of sexual assault near the campuses of public
1111 institutions of higher education.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subchapter E-2, Chapter 51, Education Code, is
1414 amended by adding Section 51.260 to read as follows:
1515 Sec. 51.260. ADDITIONAL SEXUAL ASSAULT REPORTING AND
1616 PLANNING REQUIREMENTS. (a) In this section, "institution of
1717 higher education" has the meaning assigned by Section 61.003.
1818 (b) Not later than June 1 of each even-numbered year, an
1919 institution of higher education, in consultation with appropriate
2020 law enforcement entities, shall prepare and submit to the
2121 coordinating board a written report that includes:
2222 (1) information on incidents of sexual assault
2323 occurring within a two-mile radius of a campus of the institution
2424 during the preceding two years, including the rate of those
2525 incidents; and
2626 (2) a detailed plan to reduce the rate described by
2727 Subdivision (1).
2828 (c) Not later than January 1 of each odd-numbered year, the
2929 coordinating board shall prepare and submit to the legislature a
3030 written report that summarizes the most recent reports submitted by
3131 institutions of higher education under Subsection (b). The report
3232 must include any recommendations for legislative or other action to
3333 reduce the rates of sexual assault occurring near the campuses of
3434 institutions of higher education.
3535 SECTION 2. This Act takes effect September 1, 2025.
