9	9	relating to the salary and wages paid to public school employees.
10	10	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
11	11	SECTION 1. Section 21.402, Education Code, is amended by
12	12	amending Subsection (c) and adding Subsections (c-2), (c-3), and
13	13	(d) to read as follows:

55	55	(c-2) Notwithstanding Subsection (a), for the 2025-2026
56	56	school year, a classroom teacher, full-time librarian, full-time
57	57	school counselor certified under Subchapter B, or full-time school
58	58	nurse is entitled to a monthly salary that is at least equal to the
59	59	sum of:
60	60	(1) the monthly salary the employee would have
61	61	received for the 2025-2026 school year under the district's salary
62	62	schedule for the 2024-2025 school year, if that schedule had been in
63	63	effect for the 2025-2026 school year, including any local
64	64	supplement and any money representing a career ladder supplement
65	65	the employee would have received in the 2025-2026 school year; and
66	66	(2) $1,500.
67	67	(c-3) Subsection (c-2) and this subsection expire September
68	68	1, 2026.
69	69	(d) A classroom teacher, full-time librarian, full-time
70	70	school counselor certified under Subchapter B, or full-time school
71	71	nurse employed by a school district in the 2025-2026 school year is,
72	72	as long as the employee is employed by the same district, entitled
73	73	to a salary that is at least equal to the salary the employee
74	74	received for the 2025-2026 school year.
75	75	SECTION 2. Section 22.107, Education Code, is amended by
76	76	adding Subsection (b-1) to read as follows:
77	77	(b-1) For the 2025-2026 school year, a school district shall
78	78	increase the wages of each full-time employee, other than an
79	79	administrator or an employee subject to the minimum salary schedule
80	80	under Section 21.402, by 25 percent over the wages received by that
81	81	employee in the 2024-2025 school year. A district employee to which
82	82	this subsection applies is entitled to wages in school years
83	83	subsequent to the 2025-2026 school year in an amount that is at
84	84	least equal to the amount paid by the district to that employee in
85	85	the 2025-2026 school year if the employee has remained employed in
86	86	the same position.
87	87	SECTION 3. Subchapter F, Chapter 48, Education Code, is
88	88	amended by adding Section 48.2521 to read as follows:
89	89	Sec. 48.2521. ADDITIONAL STATE AID FOR COMPENSATION
90	90	INCREASES FOR NONADMINISTRATIVE EMPLOYEES. (a) A school district,
91	91	including a school district that is otherwise ineligible for state
92	92	aid under this chapter, is entitled to annual state aid in the sum
93	93	of:
94	94	(1) the amount equal to the product of $15,000
95	95	multiplied by the number of classroom teachers, full-time
96	96	librarians, full-time school counselors certified under Subchapter
97	97	B, Chapter 21, and full-time school nurses employed by the
98	98	district; and
99	99	(2) the amount the district is required to pay for wage
100	100	increases under Section 22.107(b-1).
101	101	(b) A school district shall use the amount received under
102	102	this section for purposes of:
103	103	(1) salary increases under Section 21.402; and
104	104	(2) wage increases under Section 22.107(b-1).
105	105	SECTION 4. Section 21.402(c-1), Education Code, is
106	106	repealed.
107	107	SECTION 5. This Act applies beginning with the 2025-2026
108	108	school year.
109	109	SECTION 6. This Act takes effect immediately if it receives
110	110	a vote of two-thirds of all the members elected to each house, as
111	111	provided by Section 39, Article III, Texas Constitution. If this
112	112	Act does not receive the vote necessary for immediate effect, this
113	113	Act takes effect September 1, 2025.
