77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the establishment of the local 9-1-1 response fund and
1010 grant program.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter C, Chapter 418, Government Code, is
1313 amended by adding Section 418.059 to read as follows:
1414 Sec. 418.059. LOCAL 9-1-1 RESPONSE FUND AND GRANT
1515 PROGRAM. (a) The Local 9-1-1 Response Fund is established as a
1616 special fund in the state treasury outside the general revenue
1717 fund.
1818 (b) The fund consists of:
1919 (1) money appropriated by the legislature and directed
2020 to be deposited to the credit of the fund;
2121 (2) gifts and grants contributed to the fund; and
2222 (3) the interest and other earnings attributable to
2323 the investment of money in the fund.
2424 (c) The division may use money in the fund to:
2525 (1) award grants to political subdivisions in
2626 accordance with this section; and
2727 (2) pay the necessary and reasonable expenses of
2828 administering the fund and the program.
2929 (d) The division shall establish and administer a program to
3030 award grants to a political subdivision to improve the response
3131 times of emergency services providers and personnel to 9-1-1
3232 emergency calls.
3333 (e) The division shall:
3434 (1) prescribe the manner in which a political
3535 subdivision may apply for a grant under this section; and
3636 (2) establish eligibility and selection criteria for a
3737 political subdivision to be awarded a grant under this section.
3838 (f) A political subdivision awarded a grant under this
3939 section may expend the grant proceeds only in accordance with a
4040 contract between the division and the political subdivision. The
4141 contract must include provisions under which the division is
4242 granted sufficient control to ensure the public purpose of
4343 improving the response times of emergency services providers and
4444 personnel is accomplished and this state receives the return
4545 benefit.
4646 SECTION 2. This Act takes effect September 1, 2025.
