| 9 | 9 | | relating to the establishment of the local 9-1-1 response fund and |

| 10 | 10 | | grant program. |
|---|
| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter C, Chapter 418, Government Code, is |
|---|
| 13 | 13 | | amended by adding Section 418.059 to read as follows: |
|---|
| 14 | 14 | | Sec. 418.059. LOCAL 9-1-1 RESPONSE FUND AND GRANT |
|---|
| 15 | 15 | | PROGRAM. (a) The Local 9-1-1 Response Fund is established as a |
|---|
| 16 | 16 | | special fund in the state treasury outside the general revenue |
|---|
| 17 | 17 | | fund. |
|---|
| 18 | 18 | | (b) The fund consists of: |
|---|
| 19 | 19 | | (1) money appropriated by the legislature and directed |
|---|
| 20 | 20 | | to be deposited to the credit of the fund; |
|---|
| 21 | 21 | | (2) gifts and grants contributed to the fund; and |
|---|
| 22 | 22 | | (3) the interest and other earnings attributable to |
|---|
| 23 | 23 | | the investment of money in the fund. |
|---|
| 24 | 24 | | (c) The division may use money in the fund to: |
|---|
| 25 | 25 | | (1) award grants to political subdivisions in |
|---|
| 26 | 26 | | accordance with this section; and |
|---|
| 27 | 27 | | (2) pay the necessary and reasonable expenses of |
|---|
| 28 | 28 | | administering the fund and the program. |
|---|
| 29 | 29 | | (d) The division shall establish and administer a program to |
|---|
| 30 | 30 | | award grants to a political subdivision to improve the response |
|---|
| 31 | 31 | | times of emergency services providers and personnel to 9-1-1 |
|---|
| 32 | 32 | | emergency calls. |
|---|
| 33 | 33 | | (e) The division shall: |
|---|
| 34 | 34 | | (1) prescribe the manner in which a political |
|---|
| 35 | 35 | | subdivision may apply for a grant under this section; and |
|---|
| 36 | 36 | | (2) establish eligibility and selection criteria for a |
|---|
| 37 | 37 | | political subdivision to be awarded a grant under this section. |
|---|
| 38 | 38 | | (f) A political subdivision awarded a grant under this |
|---|
| 39 | 39 | | section may expend the grant proceeds only in accordance with a |
|---|
| 40 | 40 | | contract between the division and the political subdivision. The |
|---|
| 41 | 41 | | contract must include provisions under which the division is |
|---|
| 42 | 42 | | granted sufficient control to ensure the public purpose of |
|---|
| 43 | 43 | | improving the response times of emergency services providers and |
|---|
| 44 | 44 | | personnel is accomplished and this state receives the return |
|---|
| 45 | 45 | | benefit. |
|---|
| 46 | 46 | | SECTION 2. This Act takes effect September 1, 2025. |
