| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 681.001, Transportation Code, is amended |
|---|
| 13 | 13 | | by adding Subdivision (3-a) to read as follows: |
|---|
| 14 | 14 | | (3-a) "Disabled parking sticker" means a sticker |
|---|
| 15 | 15 | | issued under Section 681.002. |
|---|
| 16 | 16 | | SECTION 2. The heading to Section 681.002, Transportation |
|---|
| 17 | 17 | | Code, is amended to read as follows: |
|---|
| 18 | 18 | | Sec. 681.002. DISABLED PARKING PLACARD OR STICKER. |
|---|
| 19 | 19 | | SECTION 3. Section 681.002, Transportation Code, is amended |
|---|
| 20 | 20 | | by amending Subsections (a), (c), and (d) and adding Subsections |
|---|
| 21 | 21 | | (f), (g), and (h) to read as follows: |
|---|
| 22 | 22 | | (a) The department shall provide for the issuance of a |
|---|
| 23 | 23 | | disabled parking placard or a disabled parking sticker, as provided |
|---|
| 24 | 24 | | by Subsection (f), to a person with a disability. |
|---|
| 25 | 25 | | (c) The department shall furnish the disabled parking |
|---|
| 26 | 26 | | placards and disabled parking stickers to each county |
|---|
| 27 | 27 | | assessor-collector. |
|---|
| 28 | 28 | | (d) A disabled parking placard and a disabled parking |
|---|
| 29 | 29 | | sticker must bear a hologram designed to prevent the reproduction |
|---|
| 30 | 30 | | of the placard or sticker or the production of a counterfeit placard |
|---|
| 31 | 31 | | or sticker. |
|---|
| 32 | 32 | | (f) If issuing a disabled parking placard is not feasible or |
|---|
| 33 | 33 | | practical, including when a person with a disability applies for a |
|---|
| 34 | 34 | | placard for a motor vehicle with two or three wheels, the department |
|---|
| 35 | 35 | | shall provide for the issuance of a disabled parking sticker in lieu |
|---|
| 36 | 36 | | of a placard. The disabled parking sticker must be one-sided and |
|---|
| 37 | 37 | | include the same information as a disabled parking placard under |
|---|
| 38 | 38 | | Subsections (b) and (e). The department shall adopt rules as |
|---|
| 39 | 39 | | necessary to implement this subsection. |
|---|
| 40 | 40 | | (g) A disabled parking sticker issued under Subsection (f) |
|---|
| 41 | 41 | | must be displayed on the top or bottom left hand corner of a motor |
|---|
| 42 | 42 | | vehicle's windshield. |
|---|
| 43 | 43 | | (h) Except as otherwise provided by this section, a disabled |
|---|
| 44 | 44 | | parking sticker is subject to the laws of this state applicable to a |
|---|
| 45 | 45 | | disabled parking placard, including laws relating to the |
|---|
| 46 | 46 | | application for and issuance of a disabled parking placard. |
|---|
| 47 | 47 | | SECTION 4. This Act takes effect September 1, 2025. |
