| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter A, Chapter 253, Election Code, is |
|---|
| 11 | 11 | | amended by adding Section 253.008 to read as follows: |
|---|
| 12 | 12 | | Sec. 253.008. LIMITATION ON CAMPAIGN CONTRIBUTIONS. A |
|---|
| 13 | 13 | | person may not knowingly make or authorize the making of a campaign |
|---|
| 14 | 14 | | contribution to a candidate for statewide office or the |
|---|
| 15 | 15 | | legislature, or to a specific-purpose committee supporting the |
|---|
| 16 | 16 | | candidate or opposing the candidate's opponent, in an amount that |
|---|
| 17 | 17 | | exceeds $999,999 for the election in which the candidate is |
|---|
| 18 | 18 | | involved. |
|---|
| 19 | 19 | | SECTION 2. The changes in law made by this Act apply only to |
|---|
| 20 | 20 | | a campaign contribution made on or after the effective date of this |
|---|
| 21 | 21 | | Act. A campaign contribution made before the effective date of this |
|---|
| 22 | 22 | | Act is governed by the law in effect when the contribution was made |
|---|
| 23 | 23 | | and is not aggregated with campaign contributions made on or after |
|---|
| 24 | 24 | | that date. |
|---|
| 25 | 25 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 26 | 26 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 27 | 27 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 28 | 28 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 29 | 29 | | Act takes effect September 1, 2025. |
