| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subtitle C, Title 12, Local Government Code, is |

| 13 | 13 | | amended by adding Chapter 399A to read as follows: |

| 14 | 14 | | CHAPTER 399A. MISCELLANEOUS PROVISIONS RELATING TO PLANNING AND |

| 15 | 15 | | DEVELOPMENT OF MORE THAN ONE TYPE OF LOCAL GOVERNMENT |

| 16 | 16 | | Sec. 399A.001. COOPERATION WITH LOCAL WORKFORCE |
|---|
| 17 | 17 | | DEVELOPMENT BOARDS. (a) An employer who is participating in an |
|---|
| 18 | 18 | | economic development program administered by a county or |
|---|
| 19 | 19 | | municipality and is hiring one or more employees to fill vacancies |
|---|
| 20 | 20 | | in the employer's open positions shall contact the local workforce |
|---|
| 21 | 21 | | development board established under Chapter 2308, Government Code, |
|---|
| 22 | 22 | | for the employer's workforce development area to determine whether |
|---|
| 23 | 23 | | any participants in a career development center established by the |
|---|
| 24 | 24 | | board under Section 2308.312, Government Code, are qualified to |
|---|
| 25 | 25 | | fill the vacancies and consider those qualified participants when |
|---|
| 26 | 26 | | filling the vacancies. |
|---|
| 27 | 27 | | (b) An employer shall give additional consideration when |
|---|
| 28 | 28 | | filling vacancies under this section to an applicant for employment |
|---|
| 29 | 29 | | who receives state or federal public assistance, including: |
|---|
| 30 | 30 | | (1) unemployment insurance benefit payments; and |
|---|
| 31 | 31 | | (2) assistance under Chapter 31, Human Resources Code. |
|---|
| 32 | 32 | | SECTION 2. This Act takes effect September 1, 2025. |
