68 relating to the establishment of the Cross-Agency Employment
79 Resource Initiative to coordinate and optimize certain employment
810 services and resources in this state.
911 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1012 SECTION 1. Subtitle G, Title 10, Government Code, is
1113 amended by adding Chapter 2308B to read as follows:
1214 CHAPTER 2308B. CROSS-AGENCY EMPLOYMENT RESOURCE INITIATIVE
1315 Sec. 2308B.001. DEFINITIONS. In this chapter:
1416 (1) "Client" means an individual who:
1517 (A) receives services from the workforce
1618 commission;
1719 (B) is a recipient of financial assistance under
1820 Chapter 31, Human Resources Code, or supplemental nutrition
1921 assistance under Chapter 33, Human Resources Code; or
2022 (C) receives reentry and reintegration services
2123 from the department.
2224 (2) "Commission" means the Health and Human Services
2325 Commission.
2426 (3) "Department" means the Texas Department of
2527 Criminal Justice.
2628 (4) "Initiative" means the Cross-Agency Employment
2729 Resource Initiative.
2830 (5) "Workforce commission" means the Texas Workforce
2931 Commission.
3032 Sec. 2308B.002. PURPOSE. The Cross-Agency Employment
3133 Resource Initiative is established to coordinate and optimize
3234 services, information, and other resources as necessary to:
3335 (1) align services provided to clients of programs
3436 administered by the workforce commission who also use programs
3537 administered by the commission or the department, or both;
3638 (2) provide those clients with timely and accurate
3739 information necessary to meet program requirements;
3840 (3) enable the agencies to maximize and leverage
3941 resources, including client data and agency office space, to
4042 effectively and efficiently serve clients using multiple programs
4143 across the agencies; and
4244 (4) share individual agency goals and performance
4345 measures, specifically those attributed to gainful employment,
4446 employment retention, recidivism, and other workforce development
4547 goals, and enable state and local policy makers to collaboratively
4648 implement or modify policy and regulations to effect those goals.
4749 Sec. 2308B.003. INTERAGENCY AGREEMENTS. The commission,
4850 department, and workforce commission shall enter into one or more
4951 interagency agreements establishing policies and processes for:
5052 (1) sharing relevant client data and agency
5153 information; and
5254 (2) sharing agency office space and other resources as
5355 necessary to effectuate the purposes of the initiative.
5456 Sec. 2308B.004. QUARTERLY DISCUSSIONS. The executive
5557 commissioner of the commission, the chair of the Texas Board of
5658 Criminal Justice, and the chair of the workforce commission shall
5759 discuss the work of the initiative at least once per quarter.
5860 Sec. 2308B.005. GIFTS, GRANTS, AND DONATIONS. (a) The
5961 commission, department, and workforce commission may accept gifts,
6062 grants, and donations from any public or private source for
6163 purposes of the initiative.
6264 (b) The commission, department, and workforce commission
6365 shall investigate potential sources of funding from federal grants
6466 or programs that may be used for purposes of the initiative.
6567 SECTION 2. Not later than October 1, 2025, the executive
6668 commissioner of the Health and Human Services Commission, the chair
6769 of the Texas Board of Criminal Justice, and the chair of the Texas
6870 Workforce Commission shall hold the initial discussion required
6971 under Section 2308B.004, Government Code, as added by this Act.
7072 SECTION 3. This Act takes effect September 1, 2025.
