8 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 11 | | SECTION 1. Chapter 2308A, Section 2308A.011, Government |
---|
10 | 12 | | Code, is amended by adding new subsections (c)-(g) to read as |
---|
11 | 13 | | follows: |
---|
12 | 14 | | (c) The agency, coordinating board, and commission shall |
---|
13 | 15 | | coordinate competitive secondary and postsecondary career and |
---|
14 | 16 | | technical education grant programs for the expansion of career and |
---|
15 | 17 | | technical education programs and the creation and implementation of |
---|
16 | 18 | | new career and technical education programs that are aligned with |
---|
17 | 19 | | the state workforce development goals. |
---|
18 | 20 | | (d) The agency, coordinating board, and commission shall |
---|
19 | 21 | | jointly: |
---|
20 | 22 | | (1) coordinate grant funding to address career and |
---|
21 | 23 | | technical education program start-up and delivery costs through |
---|
22 | 24 | | aligning two or more grant funding streams. |
---|
23 | 25 | | (2) identify and work to reduce duplication in grant |
---|
24 | 26 | | programs across the agency, coordinating board, and commission. |
---|
25 | 27 | | (3) identify opportunities to structure grant funding |
---|
26 | 28 | | for career and technical education projects that support |
---|
27 | 29 | | secondary-to-postsecondary career pathways, including career and |
---|
28 | 30 | | technical education dual credit or the attainment of postsecondary |
---|
29 | 31 | | credentials for secondary students. |
---|
30 | 32 | | (4) identify opportunities to structure grant funding |
---|
31 | 33 | | for career and technical education projects that are aligned with |
---|
32 | 34 | | the attainment of career and technical education credentials of |
---|
33 | 35 | | value funded under Texas Education Code, Chapter 130A, and designed |
---|
34 | 36 | | to meet the state workforce needs in high-demand fields. |
---|
35 | 37 | | (f) To the extent possible, the coordination of competitive |
---|
36 | 38 | | grant programs shall prioritize comprehensive funding of |
---|
37 | 39 | | facilities, equipment, instructional materials, and faculty and |
---|
38 | 40 | | staff for program development and delivery to best meet state |
---|
39 | 41 | | workforce development goals. |
---|
40 | 42 | | (g) Grant programs that shall be coordinated include, but |
---|
41 | 43 | | are not limited to, Jobs and Education for Texans, P-TECH, Texas |
---|
42 | 44 | | Reskilling and Upskilling through Education, and federal career and |
---|
43 | 45 | | technical education programs including the Carl D. Perkins |
---|
44 | 46 | | Vocational Education Act (20 U.S.C. Section 2301 et seq.). |
---|
45 | 47 | | SECTION 3. This Act takes effect immediately if it receives |
---|
46 | 48 | | a vote of two-thirds of all the members elected to each house, as |
---|
47 | 49 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
48 | 50 | | Act does not receive the vote necessary for immediate effect, this |
---|
49 | 51 | | Act takes effect September 1, 2025. |
---|
