46 A BILL TO BE ENTITLED
57 AN ACT
68 relating to the coordination and alignment of career and technical
79 education grant programs across the tri-agency partners.
810 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
911 SECTION 1. Chapter 2308A, Section 2308A.011, Government
1012 Code, is amended by adding new subsections (c)-(g) to read as
1113 follows:
1214 (c) The agency, coordinating board, and commission shall
1315 coordinate competitive secondary and postsecondary career and
1416 technical education grant programs for the expansion of career and
1517 technical education programs and the creation and implementation of
1618 new career and technical education programs that are aligned with
1719 the state workforce development goals.
1820 (d) The agency, coordinating board, and commission shall
1921 jointly:
2022 (1) coordinate grant funding to address career and
2123 technical education program start-up and delivery costs through
2224 aligning two or more grant funding streams.
2325 (2) identify and work to reduce duplication in grant
2426 programs across the agency, coordinating board, and commission.
2527 (3) identify opportunities to structure grant funding
2628 for career and technical education projects that support
2729 secondary-to-postsecondary career pathways, including career and
2830 technical education dual credit or the attainment of postsecondary
2931 credentials for secondary students.
3032 (4) identify opportunities to structure grant funding
3133 for career and technical education projects that are aligned with
3234 the attainment of career and technical education credentials of
3335 value funded under Texas Education Code, Chapter 130A, and designed
3436 to meet the state workforce needs in high-demand fields.
3537 (f) To the extent possible, the coordination of competitive
3638 grant programs shall prioritize comprehensive funding of
3739 facilities, equipment, instructional materials, and faculty and
3840 staff for program development and delivery to best meet state
3941 workforce development goals.
4042 (g) Grant programs that shall be coordinated include, but
4143 are not limited to, Jobs and Education for Texans, P-TECH, Texas
4244 Reskilling and Upskilling through Education, and federal career and
4345 technical education programs including the Carl D. Perkins
4446 Vocational Education Act (20 U.S.C. Section 2301 et seq.).
4547 SECTION 3. This Act takes effect immediately if it receives
4648 a vote of two-thirds of all the members elected to each house, as
4749 provided by Section 39, Article III, Texas Constitution. If this
4850 Act does not receive the vote necessary for immediate effect, this
4951 Act takes effect September 1, 2025.
