46 A BILL TO BE ENTITLED
57 AN ACT
68 relating to the operation and administration of the Texas
79 Semiconductor Innovation Consortium.
810 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
911 SECTION 1. Section 481.652, Government Code, is amended to
1012 read as follows:
1113 (a) The Texas Semiconductor Innovation Consortium is
1214 established as an advisory panel to the governor and the
1315 legislature.
1416 (b) The purposes of the consortium are to:
1517 (1) leverage the expertise and capacity of
1618 institutions of higher education, industry, and nonprofit
1719 stakeholders to provide advice and input to the office regarding
1820 [develop] a comprehensive strategic plan to ensure ongoing
1921 semiconductor innovation;
2022 (2) sustain the leadership of this state in advanced
2123 semiconductor research, design, and manufacturing;
2224 (3) attract public and private investment in this
2325 state related to research, development, commercialization, and
2426 manufacturing of semiconductors;
2527 (4) identify and expand opportunities for workforce
2628 training and development related to the research, design, and
2729 manufacturing of semiconductors; and
2830 (5) establish a forum for public and private
2931 stakeholders across the semiconductor manufacturing industry in
3032 this state to focus on education, research and development, and
3133 commercial production.
3234 SECTION 2. Section 481.654(b), Government Code, is amended
3335 to read as follows:
3436 (b) The office shall provide the staff and facilities
3537 necessary to assist the consortium in performing the consortium's
3638 duties under this subchapter. The office shall employ an executive
3739 director to direct staff and undertake all actions necessary to
3840 assist the consortium in performing the consortium's duties under
3941 this subchapter.
4042 SECTION 3. Section 481.656(a), Government Code, is amended
4143 to read as follows:
4244 Sec. 481.656. DUTIES OF EXECUTIVE COMMITTEE. (a) The
4345 executive committee shall:
4446 (1) provide advice and input to the office regarding
4547 [develop and execute[develop and execute] on] a comprehensive
4648 statewide strategic plan to further the purposes[objectives] of
4749 the consortium and the executive committee specified in this
4850 Subchapter[as established under Section 481.652]; and
4951 (2) solicit recommendations from consortium members
5052 on funding and research opportunities related to semiconductor
5153 research, design, commercialization, and manufacturing.[;]
5254 [(3) appoint an executive director of the consortium
5355 and determine the title, functions, duties, powers, and salary for
5456 the executive director; and]
5557 (4) prepare and submit the report required by Section
5658 481.657.]
5759 SECTION 4. Section 481.657, Government Code, is amended to
5860 read as follows:
5961 Sec. 481.657. BIENNIAL REPORT. Not later than December 1 of
6062 each even-numbered year, the office[executive committee] shall
6163 prepare and submit to [the governor and] the Legislative Budget
6264 Board a written report that outlines:
6365 (1) activities undertaken to meet the purposes of the
6466 consortium under Section 481.652;
6567 (2) a summary of the funding and research
6668 opportunities identified under Section 481.656(a)(2);
6769 (3) any legislative recommendations to further the
6870 purposes of the consortium;
6971 (4) any prospective grants or funding the consortium
7072 members expect to apply for or receive; and
7173 (5) any research accomplishments associated with the
7274 consortium.
7375 SECTION 5. This Act takes effect immediately if it receives
7476 a vote of two-thirds of all the members elected to each house, as
7577 provided by Section 39, Article III, Texas Constitution. If this
7678 Act does not receive the vote necessary for immediate effect, this
7779 Act takes effect September 1, 2025.
