8 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 11 | | SECTION 1. Section 481.652, Government Code, is amended to |
---|
10 | 12 | | read as follows: |
---|
11 | 13 | | (a) The Texas Semiconductor Innovation Consortium is |
---|
12 | 14 | | established as an advisory panel to the governor and the |
---|
13 | 15 | | legislature. |
---|
14 | 16 | | (b) The purposes of the consortium are to: |
---|
15 | 17 | | (1) leverage the expertise and capacity of |
---|
16 | 18 | | institutions of higher education, industry, and nonprofit |
---|
17 | 19 | | stakeholders to provide advice and input to the office regarding |
---|
18 | 20 | | [develop] a comprehensive strategic plan to ensure ongoing |
---|
19 | 21 | | semiconductor innovation; |
---|
20 | 22 | | (2) sustain the leadership of this state in advanced |
---|
21 | 23 | | semiconductor research, design, and manufacturing; |
---|
22 | 24 | | (3) attract public and private investment in this |
---|
23 | 25 | | state related to research, development, commercialization, and |
---|
24 | 26 | | manufacturing of semiconductors; |
---|
25 | 27 | | (4) identify and expand opportunities for workforce |
---|
26 | 28 | | training and development related to the research, design, and |
---|
27 | 29 | | manufacturing of semiconductors; and |
---|
28 | 30 | | (5) establish a forum for public and private |
---|
29 | 31 | | stakeholders across the semiconductor manufacturing industry in |
---|
30 | 32 | | this state to focus on education, research and development, and |
---|
31 | 33 | | commercial production. |
---|
32 | 34 | | SECTION 2. Section 481.654(b), Government Code, is amended |
---|
33 | 35 | | to read as follows: |
---|
34 | 36 | | (b) The office shall provide the staff and facilities |
---|
35 | 37 | | necessary to assist the consortium in performing the consortium's |
---|
36 | 38 | | duties under this subchapter. The office shall employ an executive |
---|
37 | 39 | | director to direct staff and undertake all actions necessary to |
---|
38 | 40 | | assist the consortium in performing the consortium's duties under |
---|
39 | 41 | | this subchapter. |
---|
40 | 42 | | SECTION 3. Section 481.656(a), Government Code, is amended |
---|
41 | 43 | | to read as follows: |
---|
42 | 44 | | Sec. 481.656. DUTIES OF EXECUTIVE COMMITTEE. (a) The |
---|
43 | 45 | | executive committee shall: |
---|
44 | 46 | | (1) provide advice and input to the office regarding |
---|
45 | 47 | | [develop and execute[develop and execute] on] a comprehensive |
---|
46 | 48 | | statewide strategic plan to further the purposes[objectives] of |
---|
47 | 49 | | the consortium and the executive committee specified in this |
---|
48 | 50 | | Subchapter[as established under Section 481.652]; and |
---|
49 | 51 | | (2) solicit recommendations from consortium members |
---|
50 | 52 | | on funding and research opportunities related to semiconductor |
---|
51 | 53 | | research, design, commercialization, and manufacturing.[;] |
---|
52 | 54 | | [(3) appoint an executive director of the consortium |
---|
53 | 55 | | and determine the title, functions, duties, powers, and salary for |
---|
54 | 56 | | the executive director; and] |
---|
55 | 57 | | (4) prepare and submit the report required by Section |
---|
56 | 58 | | 481.657.] |

57 | 59 | | SECTION 4. Section 481.657, Government Code, is amended to |
---|
58 | 60 | | read as follows: |
---|
59 | 61 | | Sec. 481.657. BIENNIAL REPORT. Not later than December 1 of |
---|
60 | 62 | | each even-numbered year, the office[executive committee] shall |
---|
61 | 63 | | prepare and submit to [the governor and] the Legislative Budget |
---|
62 | 64 | | Board a written report that outlines: |
---|
63 | 65 | | (1) activities undertaken to meet the purposes of the |
---|
64 | 66 | | consortium under Section 481.652; |
---|
65 | 67 | | (2) a summary of the funding and research |
---|
66 | 68 | | opportunities identified under Section 481.656(a)(2); |
---|
67 | 69 | | (3) any legislative recommendations to further the |
---|
68 | 70 | | purposes of the consortium; |
---|
69 | 71 | | (4) any prospective grants or funding the consortium |
---|
70 | 72 | | members expect to apply for or receive; and |
---|
71 | 73 | | (5) any research accomplishments associated with the |
---|
72 | 74 | | consortium. |
---|
73 | 75 | | SECTION 5. This Act takes effect immediately if it receives |
---|
74 | 76 | | a vote of two-thirds of all the members elected to each house, as |
---|
75 | 77 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
76 | 78 | | Act does not receive the vote necessary for immediate effect, this |
---|
77 | 79 | | Act takes effect September 1, 2025. |
