| 7 | 9 | | jurisdiction of the comptroller for continuity and to the repeal of |

| 9 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 12 | | SECTION 1. SECTION 1: The purpose of this Act is to improve |
|---|
| 11 | 13 | | the efficiency and effectiveness of operations of the office of the |
|---|
| 12 | 14 | | comptroller. |
|---|
| 13 | 15 | | SECTION 2: Chapter 403, Government Code, is amended by |
|---|
| 14 | 16 | | adding Subchapter U to read as follows: |
|---|
| 15 | 17 | | SUBCHAPTER U. COMPTROLLER REVIEW OF BOARDS AND COMMISSIONS |
|---|
| 16 | 18 | | Sec. 403.701: REVIEW AND REPORT ON BOARDS AND COMMISSIONS |
|---|
| 17 | 19 | | UNDER JURISDICTION OF THE COMPTROLLER: (a) The comptroller shall |
|---|
| 18 | 20 | | review each board and commission, including each committee, |
|---|
| 19 | 21 | | council, group and task force, that is a part of the office of the |
|---|
| 20 | 22 | | comptroller, under the direction of the comptroller, or |
|---|
| 21 | 23 | | administratively attached to the office of the comptroller. |
|---|
| 22 | 24 | | (b) The review shall include an assessment of: |
|---|
| 23 | 25 | | (1) the continuing necessity of each board, |
|---|
| 24 | 26 | | commission, committee, council, group and task force; and |
|---|
| 25 | 27 | | (2) whether each board, commission, committee, |
|---|
| 26 | 28 | | council, group or task force promotes efficient and effective |
|---|
| 27 | 29 | | operations of the office of the comptroller. |
|---|
| 28 | 30 | | (b) The comptroller shall submit a report to the legislature |
|---|
| 29 | 31 | | to identify boards, commissions, committees, councils, groups and |
|---|
| 30 | 32 | | task forces that no longer serve a continuing necessity or promote |
|---|
| 31 | 33 | | efficient and effective operations of the office of the |
|---|
| 32 | 34 | | comptroller. |
|---|
| 33 | 35 | | (c) The comptroller shall submit the report to the |
|---|
| 34 | 36 | | legislature no later than December 1, 2026. |
|---|
| 35 | 37 | | (d) This subchapter expires December 31, 2026. |
|---|
| 36 | 38 | | SECTION 3: Section 403.1041 (e), Government Code, is |
|---|
| 37 | 39 | | amended to read as follows: |
|---|
| 38 | 40 | | (e) The comptroller[, with the advice of and in consultation |
|---|
| 39 | 41 | | with the advisory committee,] may use the earnings of the account |
|---|
| 40 | 42 | | for any investment expense, including to obtain the advice of |
|---|
| 41 | 43 | | appropriate investment consultants for managing the assets in the |
|---|
| 42 | 44 | | account. |
|---|
| 43 | 45 | | SECTION 4: The following provisions are repealed: |
|---|
| 44 | 46 | | (1) Section 403.028(f), Government Code; |
|---|
| 45 | 47 | | (2) Section 403.1042, Government Code; and |
|---|
| 46 | 48 | | (3) Section 403.618, Government Code. |
|---|
| 47 | 49 | | SECTION 5: This Act takes effect immediately if it receives |
|---|
| 48 | 50 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 49 | 51 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 50 | 52 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 51 | 53 | | Act takes effect September 1, 2025. |
