| 15 | 15 | (n) The board of regents is considered to be a state agency | |
| 16 | 16 | and a rate and damage schedule adopted by the board of regents is | |
| 17 | 17 | considered to be a rule for purposes of Chapters 2001 and 2002, | |
| 18 | 18 | Government Code. | |
| 19 | 19 | SECTION 2. This Act takes effect September 1, 2025. |
