46 A BILL TO BE ENTITLED
57 AN ACT
68 relating to notice of a public hearing at which the board of
79 directors of an appraisal district will consider the appraisal
810 district budget.
911 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1012 SECTION 1. Section 6.062, Tax Code, is amended by adding
1113 subsection (a) and adding subsections (a-1), (d), and (e) to read as
1214 follows:
1315 Sec. 6.062. PUBLICATION OF BUDGET. (a) Not later than the
1416 10th day before the date of the public hearing at which the board of
1517 directors considers the appraisal district budget, the chief
1618 appraiser shall give notice of the public hearing by publishing the
1719 notice in a newspaper having general circulation in the county for
1820 which the appraisal district is established; and either:
1921 (1) on the home page of the:
2022 (A) county appraisal district’s Internet
2123 website, if the county appraisal district maintains an Internet
2224 website; or
2325 (B) county’s Internet website, if the county
2426 maintains an Internet website and the county appraisal district
2527 does not maintain an Internet website; or
2628 (2) on the official social media page for the:
2729 (A) county appraisal district, if the county
2830 appraisal district maintains an official social media page; or
2931 (B) county, if the county maintains an official
3032 social media page and the county appraisal district does not
3133 maintain an official social media page.
3234 (a-1) The notice published under Subdivision(a)(3) may not
3335 be smaller than one-quarter page of a standard-size or tabloid-size
3436 newspaper and may not be published in the part of the paper in which
3537 legal notices and classified advertisements appear.
3638 (d) The chief appraiser shall provide notice of any change
3739 of the location of a public hearing for which notice is provided
3840 under this section in the same manner as the notice required by
3941 Subsection (a). The notice must be provided not later than the 5th
4042 day before the date of the hearing.
4143 (e) This subsection applies only to an appraisal district
4244 established in a county with a population of less than 20,000.
4345 Notwithstanding Subsections (a) and (d), a chief appraiser may
4446 publish a notice required by Subsection (a) or (d) solely in an
4547 online newspaper having general circulation in the county with
4648 preference given to an online newspaper primarily owned or operated
4749 by a print newspaper.
4850 SECTION 2. This Act takes effect immediately if it receives
4951 a vote of two-thirds of all the members elected to each house, as
5052 provided by Section 39, Article III, Texas Constitution. If this
5153 Act does not receive the vote necessary for immediate effect, this
5254 Act takes effect September 1, 2025.
