| 7 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 10 | | SECTION 1. Section 1701.253, Occupations Code, is amended |
|---|
| 9 | 11 | | by adding Subsection (u) to read as follows: |
|---|
| 10 | 12 | | (u) As part of the minimum curriculum requirements, the |
|---|
| 11 | 13 | | commission shall require an officer to complete the training |
|---|
| 12 | 14 | | program established under Section 1701.273. |
|---|
| 13 | 15 | | SECTION 2. Subchapter F, Chapter 1701, Occupations Code, is |
|---|
| 14 | 16 | | amended by adding Section 1701.273 to read as follows: |
|---|
| 15 | 17 | | Sec. 1701.273. TRAINING PROGRAM ON OPIOID OVERDOSES. The |
|---|
| 16 | 18 | | commission by rule shall establish and maintain a training program |
|---|
| 17 | 19 | | on opioid overdoses. The program must include instruction on: |
|---|
| 18 | 20 | | (1) recognizing the signs and symptoms of an opioid |
|---|
| 19 | 21 | | overdose; and |
|---|
| 20 | 22 | | (2) administering all types of opioid antagonists, |
|---|
| 21 | 23 | | including injectable and nasal opioid antagonists. |
|---|
| 22 | 24 | | SECTION 3. Subchapter H, Chapter 1701, Occupations Code, is |
|---|
| 23 | 25 | | amended by adding Section 1701.3526 to read as follows: |
|---|
| 24 | 26 | | Sec. 1701.3526. CONTINUING EDUCATION ON OPIOID OVERDOSES. |
|---|
| 25 | 27 | | As part of the continuing education programs under Section |
|---|
| 26 | 28 | | 1701.351(a), an officer shall complete the training program on |
|---|
| 27 | 29 | | opioid overdoses established under Section 1701.273. |
|---|
| 28 | 30 | | SECTION 4. As soon as practicable after the effective date |
|---|
| 29 | 31 | | of this Act, the Texas Commission on Law Enforcement shall adopt |
|---|
| 30 | 32 | | rules to implement the changes in law made by this Act. |
|---|
| 31 | 33 | | SECTION 5. The minimum curriculum requirements under |
|---|
| 32 | 34 | | Section 1701.253(u), Occupations Code, as added by this Act, apply |
|---|
| 33 | 35 | | only to an officer who first begins to satisfy those requirements on |
|---|
| 34 | 36 | | or after January 1, 2026. |
|---|
| 35 | 37 | | SECTION 6. Section 1701.3526, Occupations Code, as added by |
|---|
| 36 | 38 | | this Act, applies only with respect to a 24-month continuing |
|---|
| 37 | 39 | | education training unit that begins on or after the effective date |
|---|
| 38 | 40 | | of this Act. A training unit that begins before the effective date |
|---|
| 39 | 41 | | of this Act is governed by the law in effect on the date the training |
|---|
| 40 | 42 | | unit began, and the former law is continued in effect for that |
|---|
| 41 | 43 | | purpose. |

| 42 | 44 | | SECTION 7. This Act takes effect September 1, 2025. |
