57 AN ACT
68 relating to opioid overdose training for peace officers.
79 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
810 SECTION 1. Section 1701.253, Occupations Code, is amended
911 by adding Subsection (u) to read as follows:
1012 (u) As part of the minimum curriculum requirements, the
1113 commission shall require an officer to complete the training
1214 program established under Section 1701.273.
1315 SECTION 2. Subchapter F, Chapter 1701, Occupations Code, is
1416 amended by adding Section 1701.273 to read as follows:
1517 Sec. 1701.273. TRAINING PROGRAM ON OPIOID OVERDOSES. The
1618 commission by rule shall establish and maintain a training program
1719 on opioid overdoses. The program must include instruction on:
1820 (1) recognizing the signs and symptoms of an opioid
1921 overdose; and
2022 (2) administering all types of opioid antagonists,
2123 including injectable and nasal opioid antagonists.
2224 SECTION 3. Subchapter H, Chapter 1701, Occupations Code, is
2325 amended by adding Section 1701.3526 to read as follows:
2426 Sec. 1701.3526. CONTINUING EDUCATION ON OPIOID OVERDOSES.
2527 As part of the continuing education programs under Section
2628 1701.351(a), an officer shall complete the training program on
2729 opioid overdoses established under Section 1701.273.
2830 SECTION 4. As soon as practicable after the effective date
2931 of this Act, the Texas Commission on Law Enforcement shall adopt
3032 rules to implement the changes in law made by this Act.
3133 SECTION 5. The minimum curriculum requirements under
3234 Section 1701.253(u), Occupations Code, as added by this Act, apply
3335 only to an officer who first begins to satisfy those requirements on
3436 or after January 1, 2026.
3537 SECTION 6. Section 1701.3526, Occupations Code, as added by
3638 this Act, applies only with respect to a 24-month continuing
3739 education training unit that begins on or after the effective date
3840 of this Act. A training unit that begins before the effective date
3941 of this Act is governed by the law in effect on the date the training
4042 unit began, and the former law is continued in effect for that
4143 purpose.
4244 SECTION 7. This Act takes effect September 1, 2025.
