57 AN ACT
68 relating to the Texas presidential library promotion program and
79 fund.
810 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
911 SECTION 1. Chapter 442, Government Code, is amended by
1012 adding Subchapter H to read as follows:
1113 SUBCHAPTER H. TEXAS PRESIDENTIAL LIBRARY PROMOTION PROGRAM AND
1214 FUND
1315 Sec. 442.301. DEFINITIONS. In this subchapter:
1416 (1) "Fund" means the Texas presidential library
1517 promotion fund.
1618 (2) "Commission" means the Texas Historical
1719 Commission.
1820 (2) "Program" means the Texas presidential library
1921 promotion program, administered by the Commission.
2022 Sec. 481.702. TEXAS PRESIDENTIAL LIBRARY PROMOTION
2123 PROGRAM. (a) The Commission shall establish the Texas
2224 presidential library promotion program to:
2325 (1) recognize that the presidential libraries in this
2426 state are vital historical and educational resources that attract
2527 visitors from across the country and contribute to this state's
2628 cultural and economic landscape; and
2729 (2) provide funding and support to the presidential
2830 libraries, promote tourism, and educate the public on the
2931 contributions of the presidents from this state.
3032 (b) The program is established to support the following
3133 presidential libraries in this state:
3234 (1) The Lyndon Baines Johnson Library and Museum;
3335 (2) The George Bush Presidential Library and Museum;
3436 and
3537 (3) The George W. Bush Presidential Library and
3638 Museum.
3739 (c) The program shall:
3840 (1) provide financial support to the presidential
3941 libraries for the renovation and enhancement of permanent exhibits;
4042 (2) market and promote the presidential libraries to
4143 increase tourism to and public awareness of the libraries; and
4244 (3) in collaboration with the presidential libraries,
4345 develop a mobile exhibit to be displayed in communities, schools,
4446 and other public institutions that:
4547 (A) features for each president significant
4648 artifacts, multimedia presentations, and educational materials;
4749 and
4850 (B) highlights the historical impact and
4951 legacies of President Lyndon B. Johnson, President George H. W.
5052 Bush, and President George W. Bush.
5153 (d) The Commission may enter into a contract with a
5254 nonprofit entity for the nonprofit entity to administer and operate
5355 the program.
5456 Sec. 442.302. TEXAS PRESIDENTIAL LIBRARY PROMOTION FUND.
5557 (a) The Texas presidential library promotion fund is a dedicated
5658 account in the general revenue fund.
5759 (b) The following amounts shall be deposited in the fund:
5860 (1) money appropriated by the legislature to the fund
5961 for the purposes described by this subchapter;
6062 (2) interest earned on the investment of money in the
6163 fund; and
6264 (3) gifts, grants, and other donations received for
6365 the fund.
6466 (c) Money in the fund may be spent for a purpose described by
6567 this subchapter.
6668 SECTION 2. As soon as practicable after the effective date
6769 of this Act, the Commission shall establish the Texas presidential
6870 library promotion program as required by Section 442.301,
6971 Government Code, as added by this Act.
7072 SECTION 3. This Act takes effect September 1, 2025.
