77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a public institution of higher education's orientation
1010 on the institution's sexual harassment, sexual assault, dating
1111 violence, and stalking policy.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 51.282(c), Education Code, is amended to
1414 read as follows:
1515 (c) Each postsecondary educational institution shall
1616 require each entering freshman or undergraduate transfer student to
1717 attend an orientation on the institution's sexual harassment,
1818 sexual assault, dating violence, and stalking policy before or
1919 during the first semester or term in which the student is enrolled
2020 at the institution. The institution shall establish the format and
2121 content of the orientation. The orientation:
2222 (1) may be provided online; and
2323 (2) must include:
2424 (A) a video that states:
2525 (i) the names of the institution's Title IX
2626 coordinators and deputy coordinators;
2727 (ii) the location and contact information
2828 of the institution's Title IX office; and
2929 (iii) the services provided by the
3030 institution's Title IX office; and
3131 (B) the statements described by Subsection
3232 (a)(1)(E).
3333 SECTION 2. Section 51.282(c), Education Code, as amended by
3434 this Act, applies beginning with the 2025-2026 academic year.
3535 SECTION 3. This Act takes effect immediately if it receives
3636 a vote of two-thirds of all the members elected to each house, as
3737 provided by Section 39, Article III, Texas Constitution. If this
3838 Act does not receive the vote necessary for immediate effect, this
3939 Act takes effect September 1, 2025.
