77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a one-time cash payment to certain residents of this
1010 state.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. (a) The comptroller of public accounts shall
1313 make a one-time payment of $500 to each eligible resident of this
1414 state, as provided by this section.
1515 (b) For purposes of this section, an individual is eligible
1616 to receive a payment under this section only if the individual:
1717 (1) is 18 years of age or older;
1818 (2) resides in and is lawfully present in the state;
1919 and
2020 (3) is not incarcerated at the time of applying.
2121 (c) An individual must apply to the comptroller to receive a
2222 payment under this section. The comptroller by rule shall adopt an
2323 application form and a process to verify information:
2424 (1) attesting an applicant's eligibility for the
2525 payment; and
2626 (2) necessary for the applicant to receive the
2727 payment.
2828 (d) An amount, estimated not to exceed $15 billion, is
2929 appropriated from the economic stabilization fund to the
3030 comptroller for the state fiscal biennium beginning September 1,
3131 2025, to provide a payment under this section to each eligible
3232 resident of this state and to pay costs incurred in facilitating the
3333 payments.
3434 SECTION 2. This Act takes effect September 1, 2025, but only
3535 if this Act is approved by a vote of two-thirds of the members
3636 present in each house of the legislature, as provided by Section
3737 49-g(m), Article III, Texas Constitution. If this Act is not
3838 approved by the required vote, this Act has no effect.
