| 9 | 9 | | relating to a one-time cash payment to certain residents of this |
|---|
| 10 | 10 | | state. |
|---|
| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. (a) The comptroller of public accounts shall |
|---|
| 13 | 13 | | make a one-time payment of $500 to each eligible resident of this |
|---|
| 14 | 14 | | state, as provided by this section. |
|---|
| 15 | 15 | | (b) For purposes of this section, an individual is eligible |
|---|
| 16 | 16 | | to receive a payment under this section only if the individual: |
|---|
| 17 | 17 | | (1) is 18 years of age or older; |
|---|
| 18 | 18 | | (2) resides in and is lawfully present in the state; |
|---|
| 19 | 19 | | and |
|---|
| 20 | 20 | | (3) is not incarcerated at the time of applying. |
|---|
| 21 | 21 | | (c) An individual must apply to the comptroller to receive a |
|---|
| 22 | 22 | | payment under this section. The comptroller by rule shall adopt an |
|---|
| 23 | 23 | | application form and a process to verify information: |
|---|
| 24 | 24 | | (1) attesting an applicant's eligibility for the |
|---|
| 25 | 25 | | payment; and |
|---|
| 26 | 26 | | (2) necessary for the applicant to receive the |
|---|
| 27 | 27 | | payment. |
|---|
| 28 | 28 | | (d) An amount, estimated not to exceed $15 billion, is |
|---|
| 29 | 29 | | appropriated from the economic stabilization fund to the |
|---|
| 30 | 30 | | comptroller for the state fiscal biennium beginning September 1, |
|---|
| 31 | 31 | | 2025, to provide a payment under this section to each eligible |
|---|
| 32 | 32 | | resident of this state and to pay costs incurred in facilitating the |
|---|
| 33 | 33 | | payments. |
|---|
| 34 | 34 | | SECTION 2. This Act takes effect September 1, 2025, but only |
|---|
| 35 | 35 | | if this Act is approved by a vote of two-thirds of the members |
|---|
| 36 | 36 | | present in each house of the legislature, as provided by Section |
|---|
| 37 | 37 | | 49-g(m), Article III, Texas Constitution. If this Act is not |
|---|
| 38 | 38 | | approved by the required vote, this Act has no effect. |
