| 12 | 12 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 13 | 13 | SECTION 1. Chapter 78, Acts of the 53rd Legislature, | |
| 14 | 14 | Regular Session, 1953, is amended by adding Sections 17A and 17B to | |
| 15 | 15 | read as follows: | |
| 16 | 16 | Sec. 17A. (a) Before the District may enter into a contract | |
| 17 | 17 | under Section 15 or 17 of this Act or acquire a water appropriation | |
| 18 | 18 | permit under Section 17 of this Act, the Board of Directors shall | |
| 19 | 19 | hold a public hearing on the proposed contract or permit | |
| 20 | 20 | acquisition. | |
| 21 | 21 | (b) The Board of Directors shall provide any interested | |
| 22 | 22 | person an opportunity to appear before the Board at the hearing and | |
| 23 | 23 | speak on the proposed contract or permit acquisition. | |
| 24 | 24 | (c) The Board of Directors shall provide notice of the | |
| 25 | 25 | hearing in the manner provided by Section 49.063, Water Code, for a | |
| 26 | 26 | meeting of the Board. | |
| 27 | 27 | Sec. 17B. The District may enter into a contract or acquire | |
| 28 | 28 | a permit described by Section 17A of this Act only if the contract | |
| 29 | 29 | or permit acquisition is approved by a majority vote of the | |
| 30 | 30 | governing body of each city that is entitled to appoint one or more | |
| 31 | 31 | directors under Section 3 or 6 of this Act. | |
| 32 | 32 | SECTION 2. This Act takes effect September 1, 2025. |
