| 12 | 12 | SECTION 1. Subchapter C, Chapter 8865, Special District | |
| 13 | 13 | Local Laws Code, is amended by adding Section 8865.1025 to read as | |
| 14 | 14 | follows: | |
| 15 | 15 | Sec. 8865.1025. IMPROVEMENTS FOR ROADS AND ENVIRONMENTAL | |
| 16 | 16 | PROGRAMS AND INFRASTRUCTURE. (a) The district must enter into an | |
| 17 | 17 | agreement with a county to make improvements or develop programs or | |
| 18 | 18 | infrastructure under this section. The agreement must be approved | |
| 19 | 19 | by a majority of the board and renewed annually. | |
| 20 | 20 | (b) The district may use export fees authorized under | |
| 21 | 21 | Section 8865.151(c) to: | |
| 22 | 22 | (1) improve county roads as necessary for the district | |
| 23 | 23 | to inspect wells operated by the district; and | |
| 24 | 24 | (2) develop environmental programs and infrastructure | |
| 25 | 25 | related to groundwater in the district. | |
| 26 | 26 | SECTION 2. Section 8865.151(d), Special District Local Laws | |
| 27 | 27 | Code, is amended to read as follows: | |
| 28 | 28 | (d) Fees authorized by this section may be: | |
| 29 | 29 | (1) assessed annually; [and] | |
| 30 | 30 | (2) used to pay the cost of operating the district; and | |
| 31 | 31 | (3) used as provided by Section 8865.1025. | |
| 32 | 32 | SECTION 3. This Act takes effect September 1, 2025. |
