8	8	AN ACT
9	9	relating to the election of the commissioners of the Jefferson
10	10	County Drainage District No. 7.
11	11	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12	12	SECTION 1. Section 4, Chapter 34, Acts of the 57th
13	13	Legislature, 3rd Called Session, 1962, is amended to read as
14	14	follows:
15	15	Sec. 4. The management and control of the District shall be
16	16	vested in five Commissioners. Except as provided by this Act, the
17	17	General Laws of the State of Texas relating to the Commissioners of
18	18	drainage districts shall apply to the Commissioners of the
19	19	District. The District shall hold an election on the uniform
20	20	election date in November of each odd-numbered year to elect the
21	21	appropriate number of Commissioners [are elected in accordance with
22	22	Subchapter D, Chapter 49, Water Code]. Not more than one
23	23	Commissioner shall be elected from any one municipality as long as
24	24	five municipalities exist within the district. Commissioners serve
25	25	staggered four-year terms. For all purposes, a quorum for doing
26	26	business shall consist of a majority of the Commission.
27	27	SECTION 2. (a) The Jefferson County Drainage District
28	28	No. 7 shall hold an election to elect two commissioners on the
29	29	uniform election date in November 2025, as provided by Section 4,
30	30	Chapter 34, Acts of the 57th Legislature, 3rd Called Session, 1962,
31	31	as amended by this Act.
32	32	(b) A commissioner serving on the board of commissioners of
33	33	the Jefferson County Drainage District No. 7 elected in May 2022
34	34	shall serve until the commissioner's successor has qualified
35	35	following the commissioners' election held on the uniform election
36	36	date in November 2025. A commissioner elected to succeed that
37	37	commissioner serves a four-year term.
38	38	(c) The Jefferson County Drainage District No. 7 shall hold
39	39	an election to elect three commissioners on the uniform election
40	40	date in November 2027, as provided by Section 4, Chapter 34, Acts of
41	41	the 57th Legislature, 3rd Called Session, 1962, as amended by this
42	42	Act.
43	43	(d) A commissioner serving on the board of commissioners of
44	44	the Jefferson County Drainage District No. 7 elected in May 2024
45	45	shall serve until the commissioner's successor has qualified
46	46	following the commissioners' election held on the uniform election
47	47	date in November 2027. A commissioner elected to succeed that
48	48	commissioner serves a four-year term.
49	49	SECTION 3. (a) The legal notice of the intention to
50	50	introduce this Act, setting forth the general substance of this
51	51	Act, has been published as provided by law, and the notice and a
52	52	copy of this Act have been furnished to all persons, agencies,
53	53	officials, or entities to which they are required to be furnished
54	54	under Section 59, Article XVI, Texas Constitution, and Chapter 313,
55	55	Government Code.
56	56	(b) The governor, one of the required recipients, has
57	57	submitted the notice and Act to the Texas Commission on
58	58	Environmental Quality.
59	59	(c) The Texas Commission on Environmental Quality has filed
60	60	its recommendations relating to this Act with the governor, the
61	61	lieutenant governor, and the speaker of the house of
62	62	representatives within the required time.
63	63	(d) All requirements of the constitution and laws of this
64	64	state and the rules and procedures of the legislature with respect
65	65	to the notice, introduction, and passage of this Act are fulfilled
66	66	and accomplished.
67	67	SECTION 4. This Act takes effect September 1, 2025.
