77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the creation of a task force to evaluate the housing
1010 needs of senior citizens who are lesbian, gay, bisexual,
1111 transgender, queer, or questioning.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. (a) In this section, "task force" means the task
1414 force established under this section.
1515 (b) The task force is established to evaluate the housing
1616 needs of senior citizens who are lesbian, gay, bisexual,
1717 transgender, queer, or questioning and to develop potential housing
1818 solutions to address those needs and provide to those senior
1919 citizens safe, affordable housing options. In conducting the
2020 evaluation, the task force shall assess the evolving housing needs
2121 of senior citizens who may need to transition into a long-term care
2222 facility, including an assisted living facility or a nursing
2323 facility.
2424 (c) The task force is composed of the following 10 members:
2525 (1) the chair of the LGBTQ caucus of the house of
2626 representatives, to serve as presiding officer of the task force;
2727 (2) three members appointed by the governor;
2828 (3) three members appointed by the lieutenant
2929 governor; and
3030 (4) three members appointed by the speaker of the
3131 house of representatives.
3232 (d) In making the appointments under Subsection (c) of this
3333 section, the governor, the lieutenant governor, and the speaker of
3434 the house of representatives shall each:
3535 (1) seek input from appropriately qualified
3636 organizations and stakeholders, including the Coalition for Aging
3737 LGBT and Equality Texas; and
3838 (2) appoint:
3939 (A) an appropriately qualified individual who is
4040 a representative of the lesbian, gay, bisexual, transgender, queer,
4141 or questioning community;
4242 (B) an individual with appropriate expertise on
4343 issues faced by the aging population who may be a representative of
4444 the Coalition for Aging LGBT, assisted living facilities, or
4545 nursing facilities; and
4646 (C) an individual with appropriate expertise in
4747 the area of public safety and housing who may be a representative of
4848 the Texas Department of Housing and Community Affairs.
4949 (e) The governor, the lieutenant governor, and the speaker
5050 of the house of representatives shall each make the appointments
5151 required by Subsection (c) of this section not later than November
5252 1, 2025.
5353 (f) The task force shall meet at the call of the presiding
5454 officer. The task force may meet in person or by electronic means.
5555 (g) A task force member is not entitled to compensation for
5656 service on the task force but may be reimbursed for actual and
5757 necessary expenses incurred in performing task force duties. The
5858 task force may accept gifts, grants, and donations to pay for those
5959 expenses.
6060 (h) Not later than September 1, 2026, the task force shall
6161 prepare and submit to the governor, the lieutenant governor, the
6262 legislature, and the Texas Department of Housing and Community
6363 Affairs a written report summarizing the results of the evaluation
6464 conducted under Subsection (b) of this section and proposing
6565 potential housing solutions, including any legislative
6666 recommendations.
6767 (i) The task force is abolished and this Act expires
6868 December 1, 2026.
6969 SECTION 2. This Act takes effect September 1, 2025.
