| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 521.221, Transportation Code, is amended |
|---|
| 13 | 13 | | by adding Subsection (e) to read as follows: |
|---|
| 14 | 14 | | (e) The department: |
|---|
| 15 | 15 | | (1) shall remove a restriction that requires the |
|---|
| 16 | 16 | | license holder to wear corrective lenses for vision and mail to the |
|---|
| 17 | 17 | | license holder a new driver's license that does not include the |
|---|
| 18 | 18 | | restriction if the license holder submits to the department: |
|---|
| 19 | 19 | | (A) a written statement from a licensed physician |
|---|
| 20 | 20 | | or optometrist verifying that the license holder's vision has been |
|---|
| 21 | 21 | | surgically corrected and the license holder no longer requires |
|---|
| 22 | 22 | | corrective lenses for vision; and |
|---|
| 23 | 23 | | (B) the required fee; |
|---|
| 24 | 24 | | (2) shall establish a process by which a person may |
|---|
| 25 | 25 | | submit to the department electronically or by mail the form and fee |
|---|
| 26 | 26 | | described by Subdivision (1); and |
|---|
| 27 | 27 | | (3) may not mail a new driver's license under this |
|---|
| 28 | 28 | | subsection to a person whose driver's license record indicates that |
|---|
| 29 | 29 | | the person is subject to the registration requirements of Chapter |
|---|
| 30 | 30 | | 62, Code of Criminal Procedure. |
|---|
| 31 | 31 | | SECTION 2. This Act takes effect September 1, 2025. |
