77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the establishment of a bullying prevention pilot
1010 program for public schools.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter C, Chapter 37, Education Code, is
1313 amended by adding Section 37.0833 to read as follows:
1414 Sec. 37.0833. BULLYING PREVENTION PILOT PROGRAM. (a) In
1515 this section:
1616 (1) "Bullying" has the meaning assigned by Section
1717 37.0832.
1818 (2) "Pilot program" means the bullying prevention
1919 pilot program established under this section.
2020 (b) The agency shall:
2121 (1) develop a bullying prevention pilot program to
2222 reduce incidents of bullying on public school campuses; and
2323 (2) award grants to eligible school districts to
2424 implement the pilot program on district campuses.
2525 (c) In developing the pilot program under Subsection (b),
2626 the agency shall:
2727 (1) use research-based best practices for the
2828 prevention of bullying; and
2929 (2) collaborate with qualified experts and
3030 researchers with experience in child and youth psychology, mental
3131 health, and education.
3232 (d) From money appropriated for the purpose, the
3333 commissioner shall award grants to school districts that
3434 demonstrate a substantial need for bullying prevention, as
3535 determined by the commissioner. A school district that is awarded a
3636 grant under this subsection shall implement the pilot program at
3737 not more than three campuses in the district.
3838 (e) The agency shall use money appropriated for purposes of
3939 the pilot program under this section to provide technical
4040 assistance to grant recipients. The agency may provide technical
4141 assistance through regional education service centers.
4242 (f) The commissioner shall:
4343 (1) establish application criteria for a school
4444 district to apply to receive a grant under this section; and
4545 (2) determine allowable uses of grant money by a
4646 school district under this section.
4747 (g) The commissioner may use money otherwise available and
4848 may solicit or accept grants or donations to implement this
4949 section.
5050 (h) The commissioner shall adopt rules as necessary to
5151 implement this section.
5252 (i) The commissioner is not required to develop the pilot
5353 program or award grants under this section unless money is
5454 specifically appropriated for that purpose.
5555 SECTION 2. This Act takes effect September 1, 2025.
