| 9 | 9 | | relating to the inclusion of civics instruction in public school |

| 10 | 10 | | government curriculum requirements for high school students. |

| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 28.002, Education Code, is amended by |
|---|
| 13 | 13 | | adding Subsection (h-3) to read as follows: |
|---|
| 14 | 14 | | (h-3) In adopting the essential knowledge and skills for the |
|---|
| 15 | 15 | | government component of the social studies curriculum for high |
|---|
| 16 | 16 | | school students, the State Board of Education shall adopt essential |
|---|
| 17 | 17 | | knowledge and skills to develop each student's civic knowledge, |
|---|
| 18 | 18 | | including: |
|---|
| 19 | 19 | | (1) the role of governmental officials, including: |
|---|
| 20 | 20 | | (A) statewide elected officials; |
|---|
| 21 | 21 | | (B) county officials; |
|---|
| 22 | 22 | | (C) city councilors; and |
|---|
| 23 | 23 | | (D) other local governmental officials; |
|---|
| 24 | 24 | | (2) the voting process and election laws of this |
|---|
| 25 | 25 | | state; |
|---|
| 26 | 26 | | (3) the eligibility requirements to run for elected |
|---|
| 27 | 27 | | office in this state; |
|---|
| 28 | 28 | | (4) Robert's Rules of Order; and |
|---|
| 29 | 29 | | (5) the elected officials who represent the student at |
|---|
| 30 | 30 | | each level of government. |
|---|
| 31 | 31 | | SECTION 2. This Act applies beginning with the 2025-2026 |
|---|
| 32 | 32 | | school year. |
|---|
| 33 | 33 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 34 | 34 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 35 | 35 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 36 | 36 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 37 | 37 | | Act takes effect September 1, 2025. |
