77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the administration of the University Interscholastic
1010 League.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Chapter 33, Education Code, is amended by adding
1313 Subchapter D-1 to read as follows:
1414 SUBCHAPTER D-1. UNIVERSITY INTERSCHOLASTIC LEAGUE ADMINISTRATION
1515 Sec. 33.125. DEFINITIONS. In this subchapter:
1616 (1) "League" means the University Interscholastic
1717 League.
1818 (2) "Legislative council" means the governing body of
1919 the league that proposes, implements, and administers rules and
2020 procedures for the league as provided by this chapter.
2121 Sec. 33.126. ADMINISTRATION OF LEAGUE. (a) The
2222 legislative council shall amend the league's constitution and
2323 contest rules as necessary to comply with this subchapter and
2424 submit the proposed amended constitution and rules to the
2525 commissioner for approval. The commissioner may not approve a
2626 provision of the proposed constitution or a rule submitted by the
2727 league that conflicts with the requirements of this subchapter.
2828 (b) The league shall require:
2929 (1) an interpretation of a contest rule proposed by
3030 the league and approved by the commissioner to be:
3131 (A) in writing and specify the relevant rule and
3232 the date of the interpretation; and
3333 (B) made available on the league's Internet
3434 website not later than 24 hours after the interpretation is
3535 produced; and
3636 (2) the legislative council to propose amendments to
3737 the league's constitution and contest rules annually.
3838 Sec. 33.127. EXECUTIVE DIRECTOR. The executive director of
3939 the league may not serve more than one four-year term.
4040 Sec. 33.128. TERM OF OFFICE. A member of the state
4141 executive committee of the league may not serve more than two
4242 two-year terms.
4343 Sec. 33.129. REQUIRED TRAINING. Each member of a district
4444 executive committee and the state executive committee of the league
4545 must complete a training course:
4646 (1) under Section 551.005, Government Code; and
4747 (2) regarding the conduct of a fair and impartial
4848 hearing.
4949 SECTION 2. This Act takes effect September 1, 2025.
