77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the creation of the Climate Change Impact Assessment
1010 Council.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. (a) In this section, "council" means the Climate
1313 Change Impact Assessment Council established by this Act.
1414 (b) The council is established to study the impact of
1515 climate change on the health, safety, and welfare of the residents
1616 of this state.
1717 (c) The council is composed of the following members:
1818 (1) two members of the senate appointed by the
1919 lieutenant governor;
2020 (2) two members of the house of representatives
2121 appointed by the speaker of the house of representatives; and
2222 (3) seven members of the public appointed jointly by
2323 the lieutenant governor and the speaker of the house of
2424 representatives, including:
2525 (A) one member with expertise in climatology;
2626 (B) one member with expertise in this state's
2727 economy;
2828 (C) one member with expertise in land management
2929 and natural resource maintenance; and
3030 (D) one member representing the tourism
3131 industry.
3232 (d) A public member of the council is entitled to
3333 reimbursement of the travel expenses incurred by the member while
3434 conducting the business of the council, as provided by the General
3535 Appropriations Act.
3636 (e) Each legislative standing committee with primary
3737 jurisdiction over environmental regulation shall provide any
3838 needed personnel and administrative support to the council.
3939 (f) The council shall conduct a study to:
4040 (1) assess the current and potential effects of
4141 climate change trends on the residents, natural resources, public
4242 health, and economy of this state;
4343 (2) estimate the costs to this state of adverse
4444 effects associated with climate change;
4545 (3) research measures for preventing or mitigating the
4646 effects of flooding, erosion, drought, and wildfires that may be
4747 caused or worsened by climate change; and
4848 (4) recommend legislation or other regulations to
4949 minimize the adverse impact of climate change on this state.
5050 (g) The council shall hold public hearings in various parts
5151 of this state to gather information related to the study described
5252 in Subsection (f) of this section.
5353 (h) Not later than January 1, 2027, the council shall
5454 prepare and submit a report to the legislature containing the
5555 results of the study described in Subsection (f) of this section.
5656 (i) The council is abolished and this Act expires September
5757 1, 2027.
5858 SECTION 2. Not later than December 1, 2025, the lieutenant
5959 governor and the speaker of the house of representatives shall
6060 appoint members to the Climate Change Impact Assessment Council as
6161 required by this Act.
6262 SECTION 3. This Act takes effect September 1, 2025.
