| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Subchapter C, Chapter 654, Government Code, is |
|---|
| 14 | 14 | | amended by adding Section 654.0371 to read as follows: |
|---|
| 15 | 15 | | Sec. 654.0371. PERIODIC REVIEW AND REVISION OF INFORMATION |
|---|
| 16 | 16 | | TECHNOLOGY POSITIONS. (a) The classification officer shall review |
|---|
| 17 | 17 | | the information technology positions in the position |
|---|
| 18 | 18 | | classification plan at least once every two years to ensure that: |
|---|
| 19 | 19 | | (1) the position titles, classifications, and |
|---|
| 20 | 20 | | descriptions of work for information technology positions align |
|---|
| 21 | 21 | | closely with comparable information technology position titles, |
|---|
| 22 | 22 | | classifications, and descriptions of work in the private sector; |
|---|
| 23 | 23 | | and |
|---|
| 24 | 24 | | (2) the job description for each information |
|---|
| 25 | 25 | | technology position incorporates competency-based language that |
|---|
| 26 | 26 | | emphasizes the skills and knowledge needed to successfully |
|---|
| 27 | 27 | | accomplish the responsibilities of the position rather than degree |
|---|
| 28 | 28 | | and certification requirements. |
|---|
| 29 | 29 | | (b) During a review under Subsection (a), the |
|---|
| 30 | 30 | | classification officer shall consult with and consider any |
|---|
| 31 | 31 | | recommendations made by the Department of Information Resources. |
|---|
| 32 | 32 | | (c) The classification officer shall make any changes to the |
|---|
| 33 | 33 | | position classification plan required by Subsection (a). |
|---|
| 34 | 34 | | SECTION 2. Not later than October 1, 2026, the state's |
|---|
| 35 | 35 | | classification officer shall prepare and submit to the governor and |
|---|
| 36 | 36 | | each member of the legislature a written report that includes a |
|---|
| 37 | 37 | | summary of the initial review conducted under Section 654.0371, |
|---|
| 38 | 38 | | Government Code, as added by this Act, and any revisions made to the |
|---|
| 39 | 39 | | information technology positions in the position classification |
|---|
| 40 | 40 | | plan. |
|---|
| 41 | 41 | | SECTION 3. This Act takes effect September 1, 2025. |
