99 relating to the review and revision by the state's classification
1010 officer of information in the position classification plan
1111 regarding state information technology positions.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subchapter C, Chapter 654, Government Code, is
1414 amended by adding Section 654.0371 to read as follows:
1515 Sec. 654.0371. PERIODIC REVIEW AND REVISION OF INFORMATION
1616 TECHNOLOGY POSITIONS. (a) The classification officer shall review
1717 the information technology positions in the position
1818 classification plan at least once every two years to ensure that:
1919 (1) the position titles, classifications, and
2020 descriptions of work for information technology positions align
2121 closely with comparable information technology position titles,
2222 classifications, and descriptions of work in the private sector;
2323 and
2424 (2) the job description for each information
2525 technology position incorporates competency-based language that
2626 emphasizes the skills and knowledge needed to successfully
2727 accomplish the responsibilities of the position rather than degree
2828 and certification requirements.
2929 (b) During a review under Subsection (a), the
3030 classification officer shall consult with and consider any
3131 recommendations made by the Department of Information Resources.
3232 (c) The classification officer shall make any changes to the
3333 position classification plan required by Subsection (a).
3434 SECTION 2. Not later than October 1, 2026, the state's
3535 classification officer shall prepare and submit to the governor and
3636 each member of the legislature a written report that includes a
3737 summary of the initial review conducted under Section 654.0371,
3838 Government Code, as added by this Act, and any revisions made to the
3939 information technology positions in the position classification
4040 plan.
4141 SECTION 3. This Act takes effect September 1, 2025.
