| 10 | 12 | | SECTION 1. The heading to Section 2054.0594, Government |

| 11 | 13 | | Code, is amended to read as follows: |

| 12 | 14 | | Sec. 2054.0594. INFORMATION SHARING AND ANALYSIS |

| 13 | 15 | | ORGANIZATIONS [ORGANIZATION]. |

| 14 | 16 | | SECTION 2. Section 2054.0594, Government Code, is amended |
|---|
| 15 | 17 | | by amending Subsections (a), (b), and (c) and adding Subsection |
|---|
| 16 | 18 | | (a-1) to read as follows: |

| 17 | 19 | | (a) The department shall establish an intrastate |
|---|
| 18 | 20 | | information sharing and analysis organization to provide a forum |
|---|
| 19 | 21 | | for state agencies, local governments, public and private |
|---|
| 20 | 22 | | institutions of higher education, and [the] private sector entities |
|---|
| 21 | 23 | | in this state to share information regarding cybersecurity threats, |
|---|
| 22 | 24 | | best practices, and remediation strategies. |
|---|
| 23 | 25 | | (a-1) The department may establish an interstate |
|---|
| 24 | 26 | | information sharing and analysis organization to provide a forum |
|---|
| 25 | 27 | | for states to share information regarding cybersecurity threats, |
|---|
| 26 | 28 | | best practices, and remediation strategies. |
|---|
| 27 | 29 | | (b) The department shall provide administrative support to |
|---|
| 28 | 30 | | each [the] information sharing and analysis organization |
|---|
| 29 | 31 | | established under this section. |
|---|
| 30 | 32 | | (c) A participant in an [the] information sharing and |
|---|
| 31 | 33 | | analysis organization established under this section shall assert |
|---|
| 32 | 34 | | any exception available under state or federal law, including |
|---|
| 33 | 35 | | Section 552.139, in response to a request for public disclosure of |
|---|
| 34 | 36 | | information shared through the organization. Section 552.007 does |
|---|
| 35 | 37 | | not apply to information described by this subsection. |
|---|
| 36 | 38 | | SECTION 3. This Act takes effect September 1, 2025. |
