| 8 | 8 | | relating to a limitation on the salary paid to officers and |

| 9 | 9 | | employees of this state and political subdivisions of this state. |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter B, Chapter 659, Government Code, is |
|---|
| 12 | 12 | | amended by adding Section 659.0111 to read as follows: |
|---|
| 13 | 13 | | Sec. 659.0111. LIMITATION ON SALARY. Notwithstanding any |
|---|
| 14 | 14 | | other law, the taxpayer funded salary of a state officer or employee |
|---|
| 15 | 15 | | may not exceed the amount of the salary set by the biennial |
|---|
| 16 | 16 | | appropriations act for the governor. |
|---|
| 17 | 17 | | SECTION 2. Chapter 180, Local Government Code, is amended |
|---|
| 18 | 18 | | by adding Section 180.011 to read as follows: |
|---|
| 19 | 19 | | Sec. 180.011. LIMITATION ON SALARY FOR OFFICER OR EMPLOYEE |
|---|
| 20 | 20 | | OF POLITICAL SUBDIVISION. (a) In this section, "political |
|---|
| 21 | 21 | | subdivision" means a county, municipality, special district, |
|---|
| 22 | 22 | | school district, junior college district, or other political |
|---|
| 23 | 23 | | subdivision of this state. |
|---|
| 24 | 24 | | (b) Notwithstanding any other law, the taxpayer funded |
|---|
| 25 | 25 | | salary of an officer or employee of a political subdivision may not |
|---|
| 26 | 26 | | exceed the amount of the salary set by the General Appropriations |
|---|
| 27 | 27 | | Act for the governor. |
|---|
| 28 | 28 | | SECTION 3. Section 659.0111, Government Code, and Section |
|---|
| 29 | 29 | | 180.011, Local Government Code, as added by this Act, apply only to |
|---|
| 30 | 30 | | a salary agreement or employment contract entered into on or after |
|---|
| 31 | 31 | | the effective date of this Act. A salary agreement or employment |
|---|
| 32 | 32 | | contract entered into before the effective date of this Act is |
|---|
| 33 | 33 | | governed by the law in effect at the time the agreement or contract |
|---|
| 34 | 34 | | was entered into, and the former law is continued in effect for that |
|---|
| 35 | 35 | | purpose. |
|---|
| 36 | 36 | | SECTION 4. This Act applies beginning with the state fiscal |
|---|
| 37 | 37 | | biennium that begins September 1, 2025. |

| 38 | 38 | | SECTION 5. This Act takes effect September 1, 2025. |
