| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 228.011(a), Transportation Code, is |
|---|
| 13 | 13 | | amended to read as follows: |
|---|
| 14 | 14 | | (a) This section applies only to a county acting under |
|---|
| 15 | 15 | | Chapter 284 for: |
|---|
| 16 | 16 | | (1) the widening, expansion, reconstruction, and |
|---|
| 17 | 17 | | continued operation of existing toll projects of the county; or |
|---|
| 18 | 18 | | (2) the development, construction, and operation of |
|---|
| 19 | 19 | | all or a portion of any of the following toll projects, a component |
|---|
| 20 | 20 | | of that project, or the functional equivalent of that project: |
|---|
| 21 | 21 | | (A) Beltway 8 Tollway East, between US 59 North |
|---|
| 22 | 22 | | and US 90 East; |
|---|
| 23 | 23 | | (B) Hardy Downtown Connector, consisting of the |
|---|
| 24 | 24 | | proposed direct connection from the Hardy Toll Road southern |
|---|
| 25 | 25 | | terminus at Loop 610 to downtown Houston; |
|---|
| 26 | 26 | | (C) State Highway 288, between US 59 and Grand |
|---|
| 27 | 27 | | Parkway South (State Highway 99); |
|---|
| 28 | 28 | | (D) US 290 Toll Lanes, between IH 610 West and the |
|---|
| 29 | 29 | | Grand Parkway Northwest (State Highway 99); |
|---|
| 30 | 30 | | (E) [Fairmont Parkway East, between Beltway 8 |

| 44 | 44 | | SECTION 2. Subchapter B, Chapter 372, Transportation Code, |

| 45 | 45 | | is amended by adding Section 372.060 to read as follows: |
|---|
| 46 | 46 | | Sec. 372.060. FAIRMONT PARKWAY. A toll project entity may |
|---|
| 47 | 47 | | not impose a toll on any portion of Fairmont Parkway in Harris |
|---|
| 48 | 48 | | County. |
|---|
| 49 | 49 | | SECTION 3. This Act takes effect September 1, 2025. |
|---|
