77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a temporary teaching certificate for certain military
1010 service members and first responders.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Sections 21.0444(b) and (c), Education Code, are
1313 amended to read as follows:
1414 (b) This section applies to a person seeking teaching
1515 certification [to teach career and technology education] who:
1616 (1) has served in the armed forces of the United States
1717 and was honorably discharged, retired, or released from active
1818 duty; or
1919 (2) has served as a first responder and, while in good
2020 standing and not because of pending or final disciplinary actions
2121 or a documented performance problem, retired, resigned, or
2222 separated from employment as a first responder.
2323 (c) The board shall propose rules under this subchapter
2424 providing for the issuance of a temporary teaching certificate [to
2525 teach career and technology education] to a person described by
2626 Subsection (b) who meets all other eligibility requirements for
2727 standard teaching certification [to teach career and technology
2828 education], except that the person may substitute for a requirement
2929 that the person hold:
3030 (1) an associate degree from an accredited institution
3131 of higher education, 48 months of active duty military service or
3232 service as a first responder; or
3333 (2) a bachelor's degree:
3434 (A) the military service or service as a first
3535 responder described by Subdivision (1); and
3636 (B) 60 semester credit hours completed at a
3737 public or private institution of higher education with a minimum
3838 grade point average of at least 2.50 on a four-point scale.
3939 SECTION 2. Section 21.458(a-2), Education Code, is amended
4040 to read as follows:
4141 (a-2) A school district shall assign a mentor teacher to a
4242 classroom teacher who has been issued a temporary teaching
4343 certificate [to teach career and technology education] under
4444 Section 21.0444 for at least two school years.
4545 SECTION 3. This Act takes effect September 1, 2025.
