| 10 | 10 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 11 | 11 | SECTION 1. Chapter 11, Election Code, is amended by adding | |
| 12 | 12 | Section 11.0015 to read as follows: | |
| 13 | 13 | Sec. 11.0015. ELIGIBILITY TO VOTE IN CERTAIN PRIMARY | |
| 14 | 14 | ELECTIONS. (a) This section only applies to a primary election in | |
| 15 | 15 | this state held by a political party whose candidate for governor | |
| 16 | 16 | has received the greatest number of votes in at least 7 of the 10 | |
| 17 | 17 | most recent gubernatorial elections. | |
| 18 | 18 | (b) Notwithstanding any other law and in addition to the | |
| 19 | 19 | requirements of Section 11.001, to be eligible to vote in a primary | |
| 20 | 20 | election held by a political party to which this section applies, a | |
| 21 | 21 | person must: | |
| 22 | 22 | (1) have voted in a primary election of the political | |
| 23 | 23 | party within the past two years; | |
| 24 | 24 | (2) have been issued an affiliation certificate by the | |
| 25 | 25 | political party before the first day of the filing period for an | |
| 26 | 26 | application for a place on the general primary election ballot; or | |
| 27 | 27 | (3) be under 21 years of age. | |
| 28 | 28 | SECTION 2. This Act takes effect September 1, 2025. |
