77 AN ACT
88 relating to the required posting by governmental entities of
99 employee contracts and compensation on entity Internet websites.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subtitle A, Title 6, Government Code, is amended
1212 by adding Chapter 621 to read as follows:
1313 CHAPTER 621. COMPENSATION OF GOVERNMENTAL ENTITY EMPLOYEES
1414 Sec. 621.001. DEFINITIONS. In this chapter:
1515 (1) "Total Compensation" means the salary, wages, and
1616 any other thing of value that an employee receives for work
1717 performed by the employee.
1818 (2) "Governmental entity" means:
1919 (A) a state agency in the executive, legislative,
2020 or judicial branch of state government; or
2121 (B) a political subdivision of this state,
2222 including a county, municipality, school district, hospital
2323 district, metropolitan transit authority, conservation and
2424 reclamation district, or any other special purpose district.
2525 Sec. 621.002. REQUIRED POSTING OF EMPLOYEE COMPENSATION.
2626 Except for information excepted from required disclosure under
2727 Chapter 552, each governmental entity shall:
2828 (1) post on the entity's publicly available Internet
2929 website:
3030 (A) any employment contract the entity enters
3131 into with an entity employee; and
3232 (B) the total compensation paid to each entity
3333 employee; and
3434 (2) at least annually update the information required
3535 under Subdivision (1).
3636 Sec. 621.003. FAILURE TO POST EMPLOYEE COMPENSATION. If
3737 the comptroller determines that a governmental entity has violated
3838 Section 620.002, the comptroller shall:
3939 (1) publish the comptroller's determination in the
4040 Texas Register; and
4141 (2) notify the governmental entity in writing that the
4242 entity is ineligible for any state grant for a period of two years
4343 from the date the determination is published under Subdivision (1).
4444 SECTION 2. Not later than January 1, 2026, each
4545 governmental entity shall comply with Section 621.002, Government
4646 Code, as added by this Act.
4747 SECTION 3. This Act takes effect September 1, 2025.
