| 9 | 9 | | employee contracts and compensation on entity Internet websites. |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subtitle A, Title 6, Government Code, is amended |
|---|
| 12 | 12 | | by adding Chapter 621 to read as follows: |
|---|
| 13 | 13 | | CHAPTER 621. COMPENSATION OF GOVERNMENTAL ENTITY EMPLOYEES |
|---|
| 14 | 14 | | Sec. 621.001. DEFINITIONS. In this chapter: |
|---|
| 15 | 15 | | (1) "Total Compensation" means the salary, wages, and |
|---|
| 16 | 16 | | any other thing of value that an employee receives for work |
|---|
| 17 | 17 | | performed by the employee. |
|---|
| 18 | 18 | | (2) "Governmental entity" means: |
|---|
| 19 | 19 | | (A) a state agency in the executive, legislative, |
|---|
| 20 | 20 | | or judicial branch of state government; or |
|---|
| 21 | 21 | | (B) a political subdivision of this state, |
|---|
| 22 | 22 | | including a county, municipality, school district, hospital |
|---|
| 23 | 23 | | district, metropolitan transit authority, conservation and |
|---|
| 24 | 24 | | reclamation district, or any other special purpose district. |
|---|
| 25 | 25 | | Sec. 621.002. REQUIRED POSTING OF EMPLOYEE COMPENSATION. |
|---|
| 26 | 26 | | Except for information excepted from required disclosure under |
|---|
| 27 | 27 | | Chapter 552, each governmental entity shall: |
|---|
| 28 | 28 | | (1) post on the entity's publicly available Internet |
|---|
| 29 | 29 | | website: |
|---|
| 30 | 30 | | (A) any employment contract the entity enters |
|---|
| 31 | 31 | | into with an entity employee; and |
|---|
| 32 | 32 | | (B) the total compensation paid to each entity |
|---|
| 33 | 33 | | employee; and |
|---|
| 34 | 34 | | (2) at least annually update the information required |
|---|
| 35 | 35 | | under Subdivision (1). |
|---|
| 36 | 36 | | Sec. 621.003. FAILURE TO POST EMPLOYEE COMPENSATION. If |
|---|
| 37 | 37 | | the comptroller determines that a governmental entity has violated |
|---|
| 38 | 38 | | Section 620.002, the comptroller shall: |
|---|
| 39 | 39 | | (1) publish the comptroller's determination in the |
|---|
| 40 | 40 | | Texas Register; and |
|---|
| 41 | 41 | | (2) notify the governmental entity in writing that the |
|---|
| 42 | 42 | | entity is ineligible for any state grant for a period of two years |
|---|
| 43 | 43 | | from the date the determination is published under Subdivision (1). |
|---|
| 44 | 44 | | SECTION 2. Not later than January 1, 2026, each |
|---|
| 45 | 45 | | governmental entity shall comply with Section 621.002, Government |
|---|
| 46 | 46 | | Code, as added by this Act. |
|---|
| 47 | 47 | | SECTION 3. This Act takes effect September 1, 2025. |
