77 CONCURRENT RESOLUTION
88 WHEREAS, State law stipulates in Section 2165.256,
99 Government Code, that a person specified in a concurrent resolution
1010 adopted by the legislature is eligible for burial in the State
1111 Cemetery if the State Cemetery Committee finds that the person has
1212 made a significant contribution to Texas history and, based on that
1313 finding, approves the person's burial; and
1414 WHEREAS, A graduate of The University of Texas School of Law,
1515 Guy Herman was first elected as Travis County probate judge in 1985;
1616 he has demonstrated exceptional wisdom and compassion in the
1717 adjudication of sensitive matters relating to wills and estates,
1818 guardianships, and mental health commitments, and as the county
1919 population has doubled, he has overseen the growth of the court,
2020 training and guiding associate judges and mentoring many law clerks
2121 who have gone on to success in probate practices; and
2222 WHEREAS, During his long tenure as presiding judge for the
2323 Statutory Probate Judges of Texas, Judge Herman has rendered
2424 exceptional service to the legal community and the legislature,
2525 recommending beneficial changes to state laws and collaborating
2626 effectively on legislative matters with the Real Estate, Probate,
2727 and Trust Law sections of the State Bar of Texas; in 1993, he was
2828 elected president of the Texas College of Probate Judges, and he has
2929 served on numerous statewide and Supreme Court task forces over the
3030 years; and
3131 WHEREAS, From the very beginning of his career on the bench,
3232 Judge Herman has worked to protect vulnerable populations; his
3333 efforts have been crucial in preserving optimal autonomy and
3434 independence for individuals with mental illness and in the
3535 widespread adoption of warrantless detention rather than jailing
3636 defendants prior to mental health treatment; moreover, he played a
3737 key role in the development of the county's hospital district,
3838 which provides primary, specialty, behavioral, and dental health
3939 care to residents with insufficient resources; in recent years, he
4040 has been instrumental in the creation of the Assisted Outpatient
4141 Services approach to meet mental health needs of defendants; Travis
4242 County Integral Care recognized his outstanding record of service
4343 by naming its short-term residential psychiatric treatment
4444 facility the Judge Guy Herman Center for Mental Health Crisis Care
4545 in his honor; and
4646 WHEREAS, In light of his noteworthy contributions to the Lone
4747 Star State, it is fitting that the Honorable Guy Herman be allowed
4848 to designate the State Cemetery as his final resting place; now,
4949 therefore, be it
5050 RESOLVED, That the 89th Legislature of the State of Texas
5151 hereby authorize the burial of Guy Herman in the State Cemetery,
5252 provided that his application for assignment of burial space is
5353 approved by the State Cemetery Committee as required by law.
