77 CONCURRENT RESOLUTION
88 WHEREAS, The State of Texas is a vital hub for national
99 security and defense innovation; and
1010 WHEREAS, Texas is home to the U.S. Army Futures Command, the
1111 "Third Coast" of the U.S. Department of Defense's Defense
1212 Innovation Unit, and 17 additional military branches and
1313 intelligence entities seeking advanced solutions to modern
1414 security challenges; these units have demonstrated a thorough
1515 understanding of the defense and intelligence needs of the United
1616 States, and they have benefited from the valuable contributions of
1717 Texas-based researchers, entrepreneurs, venture capitalists, small
1818 business owners, and large defense companies; and
1919 WHEREAS, Over the years, the State of Texas has made
2020 significant investments in defense innovation, advanced
2121 manufacturing, energy, commercial space technologies,
2222 semiconductors, drones, and advanced air mobility; the state has
2323 cultivated top-tier talent and businesses that have proven to be
2424 crucial to our national security; in addition, a number of the
2525 state's enterprises have collaborated with national agencies to
2626 deliver economic advantages in cost and technology; and
2727 WHEREAS, The recent reprioritization of the federal defense
2828 budget could potentially lead to the erosion of Texas' role in
2929 defense innovation, resulting in the loss of crucial units and
3030 programs that have bolstered military and intelligence readiness,
3131 technological advancement, solutions, and economic growth; the
3232 departure of these critical defense entities would not only weaken
3333 the nation's ability to rapidly develop and deploy cutting-edge
3434 capabilities but also undermine the state's contributions to
3535 national security and the economy; and
3636 WHEREAS, Texas is poised to lead the next generation of
3737 breakthroughs in military technology, force modernization, and
3838 strategic capabilities, and the federal government should continue
3939 to support the state in its efforts to sustain and strengthen
4040 defense innovation; now, therefore, be it
4141 RESOLVED, That the 89th Legislature of the State of Texas
4242 hereby respectfully urge the U.S. Department of Defense and
4343 national security leadership to recognize the essential role Texas
4444 plays in defense innovation and to maintain and expand investment
4545 in the state's defense research, development, and operational
4646 infrastructure at the U.S. Army Futures Command, Defense Innovation
4747 Unit, Federal Bureau of Investigation, AFWERX, National Security
4848 Agency, Office of the Director of National Intelligence, NavalX,
4949 U.S. State Department Emerging Technologies, Central Intelligence
5050 Agency, Operational Test Command, Army Research Lab, U.S. Marine
5151 Tech Bridge, National Geospatial Intelligence Agency, Sixteenth
5252 Air Force (Air Forces Cyber), U.S. Space Force, U.S. Defense Health
5353 Agency, and Brooke Army Medical Center; and, be it further
5454 RESOLVED, That the Texas secretary of state forward an
5555 official copy of this resolution to the U.S. Secretary of Defense,
5656 to the President of the United States, and to the Texas
5757 congressional delegation.
