77 CONCURRENT RESOLUTION
88 WHEREAS, The longstanding bonds of friendship between the
99 United States and Taiwan, embodied in the Taiwan Relations Act of
1010 1979, continue to yield important economic, social, strategic, and
1111 cultural benefits; and
1212 WHEREAS, In 2024, U.S.-Taiwan trade reached $158.6 billion,
1313 with Taiwan ranking as the United States' sixth-largest export
1414 market for American agricultural products and the seventh-largest
1515 merchandise trading partner; that same year, Taiwan was fourth on
1616 the Heritage Foundation's Index of Economic Freedom; the nation
1717 holds an important position in the global economy as a leader in the
1818 world's information and communications technology industry, and it
1919 is a trusted partner for economic cooperation and exchanges in
2020 industries such as those for smart machinery, the Internet of
2121 Things, biotechnology, energy technology, national defense,
2222 semiconductors, and the circular economy; and
2323 WHEREAS, Taiwanese officials and civil society groups
2424 partner with the United States on a range of issues to promote our
2525 common values of freedom, democracy, and human rights; these
2626 partnerships build on the cooperative tradition of prior
2727 initiatives such as the Global Cooperation and Training Framework,
2828 which advances Taiwanese leadership in such arenas as
2929 democratization, human rights, women's empowerment, and public
3030 health; and
3131 WHEREAS, Since 1988, Texas and Taiwan have maintained a
3232 sister-state relationship, and their robust trade and investment
3333 partnership provides a solid foundation for a mutually beneficial
3434 bilateral trade agreement to spur job creation, further expand the
3535 global market, and secure international, democratic supply chains;
3636 Taiwan is Texas' seventh-largest trade partner, with two-way trade
3737 reaching over $25.5 billion in 2024; in addition, Governor Greg
3838 Abbott traveled to Taiwan last year to open the State of Texas
3939 Taiwan Office, which facilitates pragmatic connections and
4040 exchanges between our peoples, institutions, and economies; and
4141 WHEREAS, Texas and the United States have benefited
4242 immeasurably through decades of unwavering friendship with Taiwan,
4343 and it is a pleasure to join in celebrating the longevity of this
4444 unique and vibrant partnership; now, therefore, be it
4545 RESOLVED, That the 89th Legislature of the State of Texas
4646 hereby express its support for the strengthening of our partnership
4747 with Taiwan; and, be it further
4848 RESOLVED, That the House of Representatives and Senate
4949 hereby:
5050 (a) commend Governor Greg Abbott for his efforts to
5151 strengthen bilateral trade and investment relations with Taiwan;
5252 and
5353 (b) celebrate the 46th anniversary of the enactment of the
5454 Taiwan Relations Act and the 37th anniversary of the sister-state
5555 relationship between the State of Texas and Taiwan; and, be it
5656 further
5757 RESOLVED, That official copies of this resolution be prepared
5858 for the Taipei Economic and Cultural Office in Houston and the
5959 Capitol Press Corps as an expression of the sentiment of the Texas
6060 House of Representatives and Senate.
