77 CONCURRENT RESOLUTION
88 WHEREAS, Residents of Midland are mourning the loss of former
99 mayor Carroll Morgan Thomas, who passed away on March 22, 2025, at
1010 the age of 86; and
1111 WHEREAS, The son of Carroll and Evelyn Thomas, Carroll Thomas
1212 was born in Houston on October 26, 1938; he graduated from Midland
1313 High School and went on to earn both his bachelor's and master's
1414 degrees in geology from Texas Tech University; in 1968, he married
1515 the former Georgia Lee Hall, and they raised two children, Brian and
1616 Christy; another son, Craig, died in infancy; and
1717 WHEREAS, Mr. Thomas began his career with Mobil Oil
1818 Corporation and eventually established his own consulting
1919 practice; recognized widely for his expertise in exploration and
2020 production geology, particularly in the Delaware Basin, he made
2121 significant scientific contributions; he received an Honorary
2222 Lifetime Membership in the West Texas Geological Society in 1987;
2323 and
2424 WHEREAS, Deeply committed to his community, Mr. Thomas
2525 served as president of the Rotary Club of Midland and gave
2626 generously of his time and talents to numerous organizations,
2727 including the Midland Jaycees, the Midland Chamber of Commerce, and
2828 the Arthritis Foundation; he was also a deacon of First Baptist
2929 Church and a founding member and elder of Stonegate Fellowship;
3030 active in civic life, he was a member of several Republican Party
3131 groups and took on key roles in political campaigns; he benefited
3232 his fellow citizens as chair of the Midland Planning & Zoning
3333 Commission, and during his years on the city council, he served a
3434 term as mayor pro tem; he went on to hold the office of mayor from
3535 1986 to 1992; under his able guidance, the city built a new central
3636 fire station, added two floors to city hall, and acquired a new
3737 police headquarters, and he also oversaw the research and design of
3838 a new air terminal facility; he was known for his thoughtful and
3939 gracious leadership; and
4040 WHEREAS, Carroll Thomas lived a life that was rich in
4141 professional achievements and civic contributions, and his
4242 devotion to his family, his faith, and his community will remain a
4343 lasting source of inspiration to all who were fortunate enough to
4444 know him; now, therefore, be it
4545 RESOLVED, That the 89th Legislature of the State of Texas
4646 hereby pay tribute to the memory of Carroll Morgan Thomas and extend
4747 sincere sympathy to the members of his family: to his wife, Georgia;
4848 to his son, Brian, and his wife, Melissa; to his daughter, Christy;
4949 to his grandchildren, Emma, Morgan, and Crystal and her husband,
5050 Gabriel; to his great-grandchildren, Austin and Aiden; to his
5151 brother, Steve, and his wife, Donna; and to his many other relatives
5252 and friends; and, be it further
5353 RESOLVED, That an official copy of this resolution be
5454 prepared for his family and that when the Texas House of
5555 Representatives and Senate adjourn this day, they do so in memory of
5656 Carroll Thomas.
