8 | 8 | | WHEREAS, Residents of Midland are mourning the loss of former |

9 | 9 | | mayor Carroll Morgan Thomas, who passed away on March 22, 2025, at |

10 | 10 | | the age of 86; and |
---|
11 | 11 | | WHEREAS, The son of Carroll and Evelyn Thomas, Carroll Thomas |
---|
12 | 12 | | was born in Houston on October 26, 1938; he graduated from Midland |
---|
13 | 13 | | High School and went on to earn both his bachelor's and master's |
---|
14 | 14 | | degrees in geology from Texas Tech University; in 1968, he married |
---|
15 | 15 | | the former Georgia Lee Hall, and they raised two children, Brian and |
---|
16 | 16 | | Christy; another son, Craig, died in infancy; and |
---|
17 | 17 | | WHEREAS, Mr. Thomas began his career with Mobil Oil |
---|
18 | 18 | | Corporation and eventually established his own consulting |
---|
19 | 19 | | practice; recognized widely for his expertise in exploration and |
---|
20 | 20 | | production geology, particularly in the Delaware Basin, he made |
---|
21 | 21 | | significant scientific contributions; he received an Honorary |
---|
22 | 22 | | Lifetime Membership in the West Texas Geological Society in 1987; |
---|
23 | 23 | | and |
---|
24 | 24 | | WHEREAS, Deeply committed to his community, Mr. Thomas |
---|
25 | 25 | | served as president of the Rotary Club of Midland and gave |
---|
26 | 26 | | generously of his time and talents to numerous organizations, |
---|
27 | 27 | | including the Midland Jaycees, the Midland Chamber of Commerce, and |
---|
28 | 28 | | the Arthritis Foundation; he was also a deacon of First Baptist |
---|
29 | 29 | | Church and a founding member and elder of Stonegate Fellowship; |
---|
30 | 30 | | active in civic life, he was a member of several Republican Party |
---|
31 | 31 | | groups and took on key roles in political campaigns; he benefited |
---|
32 | 32 | | his fellow citizens as chair of the Midland Planning & Zoning |
---|
33 | 33 | | Commission, and during his years on the city council, he served a |
---|
34 | 34 | | term as mayor pro tem; he went on to hold the office of mayor from |
---|
35 | 35 | | 1986 to 1992; under his able guidance, the city built a new central |
---|
36 | 36 | | fire station, added two floors to city hall, and acquired a new |
---|
37 | 37 | | police headquarters, and he also oversaw the research and design of |
---|
38 | 38 | | a new air terminal facility; he was known for his thoughtful and |
---|
39 | 39 | | gracious leadership; and |
---|
40 | 40 | | WHEREAS, Carroll Thomas lived a life that was rich in |
---|
41 | 41 | | professional achievements and civic contributions, and his |
---|
42 | 42 | | devotion to his family, his faith, and his community will remain a |
---|
43 | 43 | | lasting source of inspiration to all who were fortunate enough to |
---|
44 | 44 | | know him; now, therefore, be it |
---|
45 | 45 | | RESOLVED, That the 89th Legislature of the State of Texas |
---|
46 | 46 | | hereby pay tribute to the memory of Carroll Morgan Thomas and extend |
---|
47 | 47 | | sincere sympathy to the members of his family: to his wife, Georgia; |
---|
48 | 48 | | to his son, Brian, and his wife, Melissa; to his daughter, Christy; |
---|
49 | 49 | | to his grandchildren, Emma, Morgan, and Crystal and her husband, |
---|
50 | 50 | | Gabriel; to his great-grandchildren, Austin and Aiden; to his |

51 | 51 | | brother, Steve, and his wife, Donna; and to his many other relatives |
