77 CONCURRENT RESOLUTION
88 WHEREAS, Since its founding in 1958, the National Aeronautics
99 and Space Administration has been a leader in space exploration,
1010 and the city of Houston has played an instrumental role in advancing
1111 the agency's mission; and
1212 WHEREAS, Nicknamed "Space City," Houston has long been at the
1313 forefront of human spaceflight development; the city famously
1414 served as the site for NASA's mission control during the first moon
1515 landing in 1969, and some of the first words spoken on the surface
1616 of the moon called out to Houston; in addition, the Lyndon B.
1717 Johnson Space Center is located in Houston, and with more than
1818 12,000 employees, the facility encompasses a large portion of the
1919 NASA workforce; the city is also home to the Mission Control Center,
2020 NASA Astronaut Corps, Lunar Sample Laboratory Facility, commercial
2121 space agreements, and extensive research and development
2222 partnerships; and
2323 WHEREAS, Despite having historic ties to Houston, NASA
2424 established its headquarters in Washington, D.C., an area that is
2525 disconnected from most of the agency's centers and facilities; that
2626 decision has separated NASA's leadership from the agency's
2727 workforce and day-to-day activities; in 2028, at the end of the
2828 lease for its current headquarters, NASA will have the opportunity
2929 to move its leadership to a new site, and Houston would be a fitting
3030 location for the facility; situated at the center of NASA's
3131 operations, the city has a cost of living that is less than half
3232 that of the Washington, D.C., area, and it provides access to three
3333 universities with R1 designations as well as two major commercial
3434 airports; and
3535 WHEREAS, Houston also offers tremendous benefits from its
3636 connection to Texas, which boasts the eighth-largest economy in the
3737 world, with low government regulation and a strong business
3838 environment; more than 2,000 aerospace, aviation, and
3939 defense-related companies have established locations in the state,
4040 including SpaceX in Starbase, Blue Origin in West Texas, Firefly
4141 Aerospace in Cedar Park, and Axiom Space in Houston; moreover, the
4242 State of Texas recently created the Texas Space Commission to
4343 promote innovation in space operations and commercial aerospace and
4444 to attract commercial space ventures to the state; and
4545 WHEREAS, No city is more closely linked to America's space
4646 program than "Space City," and NASA's headquarters should be
4747 located at a place where the agency's leadership can directly
4848 engage with its most critical missions; now, therefore, be it
4949 RESOLVED, That the 89th Legislature of the State of Texas
5050 hereby respectfully urge the Congress of the United States to move
5151 NASA's headquarters to Houston; and, be it further
5252 RESOLVED, That the Texas secretary of state forward official
5353 copies of this resolution to the president of the United States, to
5454 the president of the Senate and the speaker of the House of
5555 Representatives of the United States Congress, and to all the
5656 members of the Texas delegation to Congress with the request that
5757 this resolution be entered in the Congressional Record as a
5858 memorial to the Congress of the United States of America.
