8 | 8 | | WHEREAS, Since its founding in 1958, the National Aeronautics |
---|
9 | 9 | | and Space Administration has been a leader in space exploration, |
---|
10 | 10 | | and the city of Houston has played an instrumental role in advancing |
---|
11 | 11 | | the agency's mission; and |
---|
12 | 12 | | WHEREAS, Nicknamed "Space City," Houston has long been at the |
---|
13 | 13 | | forefront of human spaceflight development; the city famously |
---|
14 | 14 | | served as the site for NASA's mission control during the first moon |
---|
15 | 15 | | landing in 1969, and some of the first words spoken on the surface |
---|
16 | 16 | | of the moon called out to Houston; in addition, the Lyndon B. |
---|
17 | 17 | | Johnson Space Center is located in Houston, and with more than |
---|
18 | 18 | | 12,000 employees, the facility encompasses a large portion of the |
---|
19 | 19 | | NASA workforce; the city is also home to the Mission Control Center, |
---|
20 | 20 | | NASA Astronaut Corps, Lunar Sample Laboratory Facility, commercial |
---|
21 | 21 | | space agreements, and extensive research and development |
---|
22 | 22 | | partnerships; and |
---|
23 | 23 | | WHEREAS, Despite having historic ties to Houston, NASA |
---|
24 | 24 | | established its headquarters in Washington, D.C., an area that is |
---|
25 | 25 | | disconnected from most of the agency's centers and facilities; that |
---|
26 | 26 | | decision has separated NASA's leadership from the agency's |
---|
27 | 27 | | workforce and day-to-day activities; in 2028, at the end of the |
---|
28 | 28 | | lease for its current headquarters, NASA will have the opportunity |
---|
29 | 29 | | to move its leadership to a new site, and Houston would be a fitting |
---|
30 | 30 | | location for the facility; situated at the center of NASA's |
---|
31 | 31 | | operations, the city has a cost of living that is less than half |
---|
32 | 32 | | that of the Washington, D.C., area, and it provides access to three |
---|
33 | 33 | | universities with R1 designations as well as two major commercial |
---|
34 | 34 | | airports; and |
---|
35 | 35 | | WHEREAS, Houston also offers tremendous benefits from its |
---|
36 | 36 | | connection to Texas, which boasts the eighth-largest economy in the |
---|
37 | 37 | | world, with low government regulation and a strong business |
---|
38 | 38 | | environment; more than 2,000 aerospace, aviation, and |
---|
39 | 39 | | defense-related companies have established locations in the state, |
---|
40 | 40 | | including SpaceX in Starbase, Blue Origin in West Texas, Firefly |
---|
41 | 41 | | Aerospace in Cedar Park, and Axiom Space in Houston; moreover, the |
---|
42 | 42 | | State of Texas recently created the Texas Space Commission to |
---|
43 | 43 | | promote innovation in space operations and commercial aerospace and |
---|
44 | 44 | | to attract commercial space ventures to the state; and |
---|
45 | 45 | | WHEREAS, No city is more closely linked to America's space |
---|
46 | 46 | | program than "Space City," and NASA's headquarters should be |
---|
47 | 47 | | located at a place where the agency's leadership can directly |
---|
48 | 48 | | engage with its most critical missions; now, therefore, be it |
---|
49 | 49 | | RESOLVED, That the 89th Legislature of the State of Texas |
---|
50 | 50 | | hereby respectfully urge the Congress of the United States to move |
---|
51 | 51 | | NASA's headquarters to Houston; and, be it further |
---|
52 | 52 | | RESOLVED, That the Texas secretary of state forward official |
---|
53 | 53 | | copies of this resolution to the president of the United States, to |
---|
54 | 54 | | the president of the Senate and the speaker of the House of |
---|
55 | 55 | | Representatives of the United States Congress, and to all the |
---|
56 | 56 | | members of the Texas delegation to Congress with the request that |
---|
57 | 57 | | this resolution be entered in the Congressional Record as a |
---|
58 | 58 | | memorial to the Congress of the United States of America. |
