77 CONCURRENT RESOLUTION
88 WHEREAS, A highly respected figure in the Texas Legislature
99 and the United States Congress, Mickey Leland left behind a legacy
1010 of service that continues to resonate across the Lone Star State and
1111 beyond; and
1212 WHEREAS, Born in Lubbock on November 27, 1944, George Thomas
1313 "Mickey" Leland III grew up in Houston's Fifth Ward; he graduated
1414 from Phillis Wheatley High School in 1964 and went on to earn a
1515 bachelor's degree in pharmacy from Texas Southern University; while
1616 attending college, he distinguished himself as a dedicated activist
1717 for the Civil Rights Movement in Houston; and
1818 WHEREAS, In 1972, Mr. Leland became one of five minority
1919 candidates, dubbed the "People's Five," to run for seats in the
2020 Texas House of Representatives; he was elected to represent the
2121 88th District, and over the course of his tenure, he gained a
2222 reputation for his contributions to health care policy; he played
2323 an instrumental role in the passage of legislation that expanded
2424 access to affordable generic drugs, and he supported the creation
2525 of health maintenance organizations; a member of numerous
2626 committees, he held the office of vice chair of the Joint Committee
2727 on Prison Reform, and he was the first African American to serve on
2828 the Senate-House Conference Committee as a member of the House
2929 Appropriations Committee; and
3030 WHEREAS, Following six years in the state legislature,
3131 Mr. Leland won election to the United States House of
3232 Representatives in November 1978; he took on the role of freshman
3333 majority whip in his first term, and he later served twice as
3434 at-large majority whip; a leader on the issue of food insecurity, he
3535 founded the House Select Committee on Hunger, secured funding for
3636 famine relief, and won passage of bills providing fresh produce to
3737 low-income families and food and medical resources for the
3838 homeless; he also helped establish the National Commission on AIDS
3939 and served as chair of the Congressional Black Caucus from 1985 to
4040 1987; moreover, he won praise from the State Department for
4141 arranging the release of four Americans imprisoned in Cuba; he
4242 tragically passed away in a plane crash on August 7, 1989, while on
4343 a mission trip in Ethiopia; and
4444 WHEREAS, Congressman Mickey Leland made vital contributions
4545 to our state and nation, and the naming of a state building in his
4646 honor would be a fitting tribute to this trailblazing public
4747 servant; now, therefore, be it
4848 RESOLVED, That the 89th Legislature of the State of Texas
4949 hereby direct the Texas Facilities Commission to name the new state
5050 building being constructed in Phase Two of the Texas Capitol
5151 Complex Master Plan at the northwest corner of Congress Avenue and
5252 15th Street in honor of Texas Congressman and State Representative
5353 Mickey Leland; and, be it further
5454 RESOLVED, That the secretary of state forward an official
5555 copy of this resolution to the chair and executive director of the
5656 Texas Facilities Commission.
