8 | 8 | | WHEREAS, A highly respected figure in the Texas Legislature |

9 | 9 | | and the United States Congress, Mickey Leland left behind a legacy |
---|
10 | 10 | | of service that continues to resonate across the Lone Star State and |
---|
11 | 11 | | beyond; and |
---|
12 | 12 | | WHEREAS, Born in Lubbock on November 27, 1944, George Thomas |
---|
13 | 13 | | "Mickey" Leland III grew up in Houston's Fifth Ward; he graduated |
---|
14 | 14 | | from Phillis Wheatley High School in 1964 and went on to earn a |
---|
15 | 15 | | bachelor's degree in pharmacy from Texas Southern University; while |
---|
16 | 16 | | attending college, he distinguished himself as a dedicated activist |
---|
17 | 17 | | for the Civil Rights Movement in Houston; and |
---|
18 | 18 | | WHEREAS, In 1972, Mr. Leland became one of five minority |
---|
19 | 19 | | candidates, dubbed the "People's Five," to run for seats in the |
---|
20 | 20 | | Texas House of Representatives; he was elected to represent the |
---|
21 | 21 | | 88th District, and over the course of his tenure, he gained a |
---|
22 | 22 | | reputation for his contributions to health care policy; he played |
---|
23 | 23 | | an instrumental role in the passage of legislation that expanded |
---|
24 | 24 | | access to affordable generic drugs, and he supported the creation |
---|
25 | 25 | | of health maintenance organizations; a member of numerous |
---|
26 | 26 | | committees, he held the office of vice chair of the Joint Committee |
---|
27 | 27 | | on Prison Reform, and he was the first African American to serve on |
---|
28 | 28 | | the Senate-House Conference Committee as a member of the House |
---|
29 | 29 | | Appropriations Committee; and |
---|
30 | 30 | | WHEREAS, Following six years in the state legislature, |
---|
31 | 31 | | Mr. Leland won election to the United States House of |
---|
32 | 32 | | Representatives in November 1978; he took on the role of freshman |
---|
33 | 33 | | majority whip in his first term, and he later served twice as |
---|
34 | 34 | | at-large majority whip; a leader on the issue of food insecurity, he |
---|
35 | 35 | | founded the House Select Committee on Hunger, secured funding for |
---|
36 | 36 | | famine relief, and won passage of bills providing fresh produce to |
---|
37 | 37 | | low-income families and food and medical resources for the |
---|
38 | 38 | | homeless; he also helped establish the National Commission on AIDS |
---|
39 | 39 | | and served as chair of the Congressional Black Caucus from 1985 to |
---|
40 | 40 | | 1987; moreover, he won praise from the State Department for |
---|
41 | 41 | | arranging the release of four Americans imprisoned in Cuba; he |
---|
42 | 42 | | tragically passed away in a plane crash on August 7, 1989, while on |
---|
43 | 43 | | a mission trip in Ethiopia; and |
---|
44 | 44 | | WHEREAS, Congressman Mickey Leland made vital contributions |
---|
45 | 45 | | to our state and nation, and the naming of a state building in his |
---|
46 | 46 | | honor would be a fitting tribute to this trailblazing public |
---|
47 | 47 | | servant; now, therefore, be it |
---|
48 | 48 | | RESOLVED, That the 89th Legislature of the State of Texas |
---|
49 | 49 | | hereby direct the Texas Facilities Commission to name the new state |
---|
50 | 50 | | building being constructed in Phase Two of the Texas Capitol |
---|
51 | 51 | | Complex Master Plan at the northwest corner of Congress Avenue and |
---|
52 | 52 | | 15th Street in honor of Texas Congressman and State Representative |
---|
53 | 53 | | Mickey Leland; and, be it further |
---|
54 | 54 | | RESOLVED, That the secretary of state forward an official |
---|
55 | 55 | | copy of this resolution to the chair and executive director of the |
---|
56 | 56 | | Texas Facilities Commission. |
