77 CONCURRENT RESOLUTION
88 WHEREAS, Due to the lack of action by the federal government,
99 the State of Texas has been forced to continually appropriate funds
1010 to secure the southern border of the United States; and
1111 WHEREAS, In March 2021, Governor Greg Abbott launched
1212 Operation Lone Star to address record levels of migrant crossings
1313 and drug trafficking at the southern border; over the last three
1414 years, Texas has invested billions of dollars into the initiative;
1515 these funds have supported a variety of efforts, such as
1616 implementing surveillance technologies, providing resources to
1717 local law enforcement agencies, conducting legal and
1818 administrative activities, and managing the public health and
1919 humanitarian aspects of migration; and
2020 WHEREAS, As part of Operation Lone Star, members of the Texas
2121 National Guard and the Texas Department of Public Safety have been
2222 deployed to the region to help detect and repel illegal crossings,
2323 arrest human smugglers and cartel gang members, and stop the flow of
2424 deadly drugs such as fentanyl into the United States; the program
2525 has led to more than 516,300 apprehensions of illegal immigrants
2626 and over 45,300 arrests; and
2727 WHEREAS, Although it is the duty of the federal government to
2828 secure the nation's borders, the State of Texas has expended
2929 significant resources to help maintain safety and security across
3030 the United States, and Congress should take responsibility for its
3131 failure to address the crisis at the southern border; now,
3232 therefore, be it
3333 RESOLVED, That the 89th Legislature of the State of Texas
3434 hereby respectfully urge the Congress of the United States to
3535 reimburse the State of Texas for border security costs incurred
3636 under Operation Lone Star; and, be it further
3737 RESOLVED, That the Texas secretary of state forward official
3838 copies of this resolution to the president of the United States, to
3939 the president of the Senate and the speaker of the House of
4040 Representatives of the United States Congress, and to all the
4141 members of the Texas delegation to Congress with the request that
4242 this resolution be officially entered in the Congressional Record
4343 as a memorial to the Congress of the United States of America.
