66 HOUSE CONCURRENT RESOLUTION
77 WHEREAS, The federal government is the responsible authority
88 for immigration services and border control functions; and
99 WHEREAS, Policies set forth by President Joe Biden and his
1010 administration resulted in historic levels of illegal immigration
1111 along the southern border; according to the United States Customs
1212 and Border Patrol, there were at least eight million reported
1313 southwest border encounters from January 2021 to present; and
1414 WHEREAS, The onslaught of illegal immigration under
1515 President Joe Biden and his administration has burdened our state
1616 beyond measure with crime and drains resources intended for
1717 American citizens;
1818 WHEREAS, To compensate for the failures of the federal
1919 government to enforce immigration laws, the state of Texas expended
2020 at least $11 billion since 2021 to secure its southern border
2121 through Operation Lone Star, a joint operation between the Texas
2222 Department of Public Safety and the Texas Military Department; and
2323 WHEREAS, The Texas Department of Public Safety reported that
2424 Operation Lone Star resulted in a 74 percent decline in illegal
2525 border crossings along the Texas southern border; now, therefore,
2626 be it
2727 RESOLVED, That the 89th Legislature of the State of Texas
2828 hereby demands that the United States Congress reimburse the State
2929 of Texas for the $11 billion in costs incurred in securing the
3030 southern border.
