| 8 | 8 | | WHEREAS, Nestled in the beautiful Piney Woods of East Texas, |

| 9 | 9 | | the city of Hemphill is renowned in the Lone Star State and beyond |
|---|
| 10 | 10 | | as a premier destination for bass fishing; and |
|---|
| 11 | 11 | | WHEREAS, The seat of Sabine County, Hemphill is situated |
|---|
| 12 | 12 | | between Toledo Bend Reservoir on the Sabine River and Sam Rayburn |
|---|
| 13 | 13 | | Reservoir on the Angelina River; these two immensely popular |
|---|
| 14 | 14 | | locations regularly rank near the top in ratings of bass fishing |
|---|
| 15 | 15 | | sites, and in recent years, each has been recognized as the best |
|---|
| 16 | 16 | | bass fishing lake in the nation by Bassmaster Magazine; and |
|---|
| 17 | 17 | | WHEREAS, The reservoirs contain a variety of fish species but |
|---|
| 18 | 18 | | are best known for their thriving populations of largemouth bass; |
|---|
| 19 | 19 | | an analysis of fishing tournament results published in Texas Parks |
|---|
| 20 | 20 | | and Wildlife noted that the lakes were among the state's best in |
|---|
| 21 | 21 | | terms of the size and availability of bass, and the reservoirs |
|---|
| 22 | 22 | | attract legions of recreational and professional anglers seeking |
|---|
| 23 | 23 | | trophy catches; and |
|---|
| 24 | 24 | | WHEREAS, Serving as the hub of this prime fishing area, |
|---|
| 25 | 25 | | Hemphill is home to marinas, bait and tackle shops, guide services, |
|---|
| 26 | 26 | | restaurants, hotels, and a host of other enterprises catering to |
|---|
| 27 | 27 | | visitors; these fishing-related businesses help drive the local |
|---|
| 28 | 28 | | economy, and the city has a deep and long-lasting connection to the |
|---|
| 29 | 29 | | culture of the outdoors; residents of Hemphill and the wider region |
|---|
| 30 | 30 | | demonstrate a strong commitment to conservation and responsible |
|---|
| 31 | 31 | | fishing practices, and through their dedicated environmental |
|---|
| 32 | 32 | | stewardship, they are working to ensure that water resources are |
|---|
| 33 | 33 | | protected and preserved for future generations; and |
|---|
| 34 | 34 | | WHEREAS, That mission is furthered by the public agencies |
|---|
| 35 | 35 | | that help oversee the reservoirs; these include the Texas Parks and |
|---|
| 36 | 36 | | Wildlife Department, which manages the stocking of fish and guides |
|---|
| 37 | 37 | | vegetation management for both lakes, and the Sabine River |
|---|
| 38 | 38 | | Authority of Texas, which has helped install fish habitat |
|---|
| 39 | 39 | | structures in Toledo Bend Reservoir and is developing new |
|---|
| 40 | 40 | | facilities, such as Sabinetown Park, a world-class venue for |
|---|
| 41 | 41 | | fishing tournaments, boating, and other recreational activities; |
|---|
| 42 | 42 | | and |
|---|
| 43 | 43 | | WHEREAS, Bass fishing is integral to the heritage and |
|---|
| 44 | 44 | | prosperity of Hemphill, and the sport has brought the city a level |
|---|
| 45 | 45 | | of national acclaim that is a source of pride to all Texans; now, |
|---|
| 46 | 46 | | therefore, be it |
|---|
| 47 | 47 | | RESOLVED, That the 89th Legislature of the State of Texas |
|---|
| 48 | 48 | | hereby designate Hemphill as the official Bass Fishing Capital of |
|---|
| 49 | 49 | | Texas; and, be it further |
|---|
| 50 | 50 | | RESOLVED, That, in accordance with the provisions of |
|---|
| 51 | 51 | | Section 391.003(e), Government Code, this designation remain in |
|---|
| 52 | 52 | | effect until the 10th anniversary of the date this resolution is |
|---|
| 53 | 53 | | finally passed by the legislature. |
