| 12 | 12 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Section 23, Article I, Texas Constitution, is |
|---|
| 14 | 14 | | amended to read as follows: |
|---|
| 15 | 15 | | Sec. 23. (a) Every citizen shall have the right to keep and |
|---|
| 16 | 16 | | bear arms in the lawful defence of himself or the State; but the |
|---|
| 17 | 17 | | Legislature shall have power, by law, to regulate the wearing of |
|---|
| 18 | 18 | | arms, with a view to prevent crime. |
|---|
| 19 | 19 | | (b) This state does not recognize any authority purportedly |
|---|
| 20 | 20 | | held by the federal government to regulate the manufacture, |
|---|
| 21 | 21 | | possession, sale, or use of firearms, firearm accessories, and |
|---|
| 22 | 22 | | ammunition in this state. |
|---|
| 23 | 23 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 24 | 24 | | submitted to the voters at an election to be held November 4, 2025. |
|---|
| 25 | 25 | | The ballot shall be printed to permit voting for or against the |
|---|
| 26 | 26 | | proposition: "The constitutional amendment providing that federal |
|---|
| 27 | 27 | | authority to regulate the manufacture, possession, sale, or use of |
|---|
| 28 | 28 | | firearms, firearm accessories, and ammunition in this state is not |
|---|
| 29 | 29 | | recognized by this state." |
